The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides technology systems and services supporting over 18,000 OHA and ODHS staff across Oregon, enabling client service program eligibility, medical, housing, food, and job assistance, addiction and mental health services, protection for vulnerable populations, claims and benefits processing, provider licensing, and public health initiatives.

The Office of Developmental Disabilities Services (ODDS), in coordination with OHA, is refining Oregon’s developmental disabilities system to be more person-centered through the DD Case Management and Provider Enrollment Management Project. eXPRS is a web-based system managing long-term care Medicaid services for individuals with intellectual and developmental disabilities (I/DD). The project has already improved aspects such as the Oregon Needs Assessment—a flexible, universal tool for gathering individual needs information.

About the Role

OIS seeks an experienced Senior Developer to support the ongoing development, enhancement, and improvement of the eXPRS application. This role involves addressing bugs, operational requests, performance improvements, refactoring, UI enhancements, and data/reporting tasks within the eXPRS ADOS backlog. The contractor will collaborate with business and technical stakeholders, document solutions, and transition knowledge to the existing team.

Responsibilities

  • Identify and remediate application bugs in eXPRS.
  • Complete operational, enhancement, performance, maintenance, refactoring, UI improvement, and data/reporting requests in the eXPRS ADOS backlog.
  • Develop and deliver updates to the eXPRS application, including code changes and documentation.
  • Document completed enhancements to ensure comprehensive system documentation.
  • Engage with system and business experts, attend daily Scrum meetings, and collaborate with the ODHS business product owner to understand requirements and timelines.
  • Document solution options, system dependencies, and gaps in capabilities.
  • Work with the ODHS project technical architect to understand technical standards and document technical designs.
  • Review level of effort and timelines with the OIS technical manager and technical lead.
  • Provide full transparency into work performed and deliverables, including sprint reports.
  • Follow Agile Scrum processes using Azure DevOps (ADOS) for issue tracking and development.
  • Participate in daily and weekly sprint planning and review meetings with the eXPRS teams.
  • Advise on incremental definition and delivery of eXPRS application requirements.
  • Demonstrate understanding of requirements using functional prototypes and document stakeholder feedback.
  • Deliver regular sprint status reports (2-week sprints) and demonstrate working prototypes every 1–2 weeks.
  • Provide technical specifications for deliverables, including database changes, interface programs, batch programs, application modules, and use cases.

Requirements

  • 10+ years of experience with J2EE, IBM DB2 UDB, Java, and Eclipse.
  • 1–3 years of experience with eXPRS Application Development.
  • Prior state government experience within the last five years.
  • Bachelor’s degree in Computer Science, Management Information Systems, or a related field.
  • Familiarity with software development methodologies, standards, coding best practices, and debugging procedures.
  • Experience with SQL Server, Oracle databases, SQL, PL/SQL, or T-SQL.
  • Proficiency in .NET languages, HTML, and web architecture.
  • Ability to work remotely with consistent access to high-speed internet, phone, web camera, and microphone.
  • Availability during standard business hours (Monday–Friday, 8 a.m.–5 p.m. Pacific Standard Time).
  • Must be authorized to work in the United States; offshoring or use of non-U.S. contractors is not permitted.

Schedule

This position follows standard business days (Monday–Friday, 8 a.m.–5 p.m. Pacific Standard Time) and operates under an Agile Scrum approach with 2-week sprints. The selected candidate may telecommute but must be available for onsite work within a reasonable timeframe if required. Remote work requires the contractor to provide their own equipment (computer, monitor(s), internet, phone) and maintain availability during working hours.
