Responsibilities

  • Serve as a lead resource within the BWXT Advanced Technologies Contracts Management organization and as advisor to company personnel at all levels to ensure that company strategic business and financial objectives are achieved throughout the contracting process.
  • Draft, negotiate and amend contracts and various other contractual agreements, resolving legal and contract related issues, supporting proposal efforts, supporting other cross-functional teams; and review of risks and response to/negotiate contracts and agreements that provide for the desired customer results and beneficial financial outcomes for the company.
  • Interface with all management levels to ensure BWXT Corporate Policies and Contracting Guidelines are identified and followed, and required approvals are attained as necessary.
  • Work independently managing daily project compliance to contracting requirements while monitoring and properly resolving any contract issues
  • Provide support to Business Development throughout the proposal preparation cycle including review of all incoming Requests for Proposals (RFP’s) regarding risk, cost, type of contract, payment terms, and fee determination; works in conjunction with Business Development and Legal departments in negotiating mutually acceptable terms for various agreement(s) in support of pre- and post-proposal or transition activities; supports proposal administrative activities and on-site support for contract transition or resource augmentation.
  • Maintain archive of all contracts and modifications thereto.
  • Serve as primary customer interface for business and contracting matters and maintain good relations with external and internal customers, while simultaneously protecting the interests of BWXT Advanced Technologies.

Requirements

  • Bachelor’s degree from an accredited institution with 10+ years of relevant contract experience; OR Master's degree with at least 8 years of relevant experience in contract administration or management.
  • Direct experience managing U.S. Government contracts and awards.
  • Familiarity with government regulations (e.g., FAR, DEAR, DFAR, etc.)
  • Understanding of federal cost principles.
  • Proven experience managing a broad portfolio of contract and agreement types, including Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Time and Materials (T&M), and Indefinite Delivery/Indefinite Quantity (IDIQ) vehicles.
  • Experience with all phases of contracting from pre-solicitation through completion or termination, and contract closeout.
  • Experience with contract change management including directed changes, especially related to FFP contracts.
  • Experience managing complex contract modifications and baseline changes with a demonstrated ability to assess the impact of scope shifts on schedule and budget.
  • Excellent written and oral communication skills.
  • Experience working with multiple levels of management and interfacing with high-level internal and external customers.
  • Ability to recognize contract risks and to respond cogently to any complex contract, financial and business/legal matters and associated risks as they arise.
  • Ability to successfully function with minimum supervision while handling multiple assignments and prioritizing competing responsibilities and activities.
  • Ability to obtain and maintain a U.S. Government security clearance.

Qualifications

Pay

The base salary range for this position in Virginia (US-VA) at the start of employment is expected to be between $114,000 and $180,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.

Schedule

This is an in-office position based in Lynchburg, VA at the Advanced Technologies Office.
