About the role

Onsite in Bellevue, WA, with a remote work model available for exceptionally qualified non-local candidates.

Responsibilities

  • Initiate and manage complex subcontracts from pre-award to post award with a focus on performance, change control, quality, cost and schedule.
  • Work with Requestors to understand procurement requirements and ensure the correct goods or services are procured.
  • Select appropriate Terms and Conditions for procurements.
  • Review Statements of Work to ensure clarity and no ambiguity.
  • Prepare and manage activities such as Requests for Proposals (RFP), Requests for Quotes (RFQ), and Expressions of Interest (EOI).
  • Ensure procurement activities fully comply with prime contract requirements and company policies.
  • Perform cost and price analysis and draft procurement summaries/basis for awards.
  • Establish and maintain internal/external customer and supplier relationships.
  • Perform market research to identify potential sources for competitive bidding.
  • Negotiate pricing and terms with suppliers.
  • Issue subcontracts or agreements to suppliers.
  • Drive cost efficiency while maintaining quality and technical performance.
  • Assist in resolving subcontract interpretations, design iterations, material changes, and schedule constraints involving technical representatives or supplier project engineers.
  • Notify management of deficiencies or actions related to supplier performance.
  • Monitor and expedite orders for on-time delivery.
  • Verify receipt of items and resolve discrepancies.
  • Maintain complete procurement records.
  • Perform subcontract closeouts efficiently.
  • Other procurement or contracting duties as assigned.

Requirements

  • Experience executing subcontracts in accordance with FAR and/or 2 CFR 200 Procurement Standards.
  • Experience issuing, awarding, and managing flexibly priced subcontracts.
  • Understanding of federal cost principles.
  • Experience handling export-controlled information.
  • At least eight years of experience in Purchasing, Procurement, or Subcontract/Contract Management.
  • Bachelor's Degree or higher in Business, Supply Chain, or related fields.
  • Ability to work independently with minimal supervision.
  • Experience in fast-paced environments with sizable workloads.
  • Nuclear industry experience preferred.
  • Technical background is a plus.
  • Proven success in contracting and procurement strategies.
  • Strong organizational skills and collaboration ability.
  • Proficiency in Excel, Word, and PowerPoint.
  • High integrity, open communication, and teamwork-focused mindset.
