Senior Community Manager - Affordable Housing
About the role
This role sits at the intersection of compliance, operations, and resident services on an affordable housing property in Saint Paul. The day-to-day involves tracking delinquency, managing recertifications, coordinating with the compliance department on regulatory responses, and maintaining a maintenance program that can pass a REAC inspection without last-minute scrambling. You own the preparation for Management and Occupancy Reviews (MORs). Compliance is a core function—HUD 4350.3 is your operating manual. You'll handle annual and interim recertifications, monitor EIV activity, and stay current on LIHTC requirements through TCS. When residents fall out of compliance with lease or program requirements, you coordinate intervention strategies with your Regional Manager to prevent escalation into litigation.
On the financial side, you attend monthly budget meetings, monitor bad-debt write-offs, and pursue delinquencies through legal channels when necessary. You also serve as the point person for vendor coordination, unit inspections, bi-annual walk-throughs with the Building Superintendent, construction updates, violation avoidance, and resident access during renovation cycles.
Responsibilities

Requirements
- At least three years of management experience, including direct team supervision (property management experience in affordable housing is preferred)
- Active and current COS or CPO certification
- TCS certification for tax credit compliance
- Hands-on EIV experience and comfort using Yardi
- Working knowledge of HUD regulations, Fair Housing, ADA, and FCRA
- Proficiency in Microsoft Office and ability to manage multiple compliance deadlines simultaneously
- Bachelor's degree preferred but not required
Operational Reality
Affordable housing management at this level requires meticulous attention. Recertification errors, missed MOR prep, or unmanaged delinquency can impact NOI, residents, and regulatory standing. Successful candidates own compliance outcomes end-to-end, not just flagging issues upward. Experience managing a HUD or LIHTC property through a REAC cycle or MOR with clean results is highly relevant. Pay
The salary range for this position is $68,000 to $70,000.
