Senior Community Disaster Program Manager

About the Role
As a Senior Community Disaster Program Manager, you will guide, lead, and support teams of employees and trained volunteers to deliver comfort and care during disasters. You will build and sustain a robust workforce, ensuring communities are prepared to respond to disasters. Regional disaster employees are required to deploy to disaster relief operations outside their region at least once a year, with allowances provided for personal circumstances and local response activity. This role is not eligible for relocation assistance.
Responsibilities
- Empower Volunteers: Lead and manage a diverse volunteer team responsible for implementing disaster cycle services programming in assigned geographic areas or functional activities (e.g., mass care, response, community preparedness, recovery, and planning).
- Lead the Program: Oversee the successful implementation of disaster cycle services activities within assigned areas or specific functional activities within the region.
- Mission Capacity Building: Champion the development of Disaster Leadership Volunteers to meet responsibilities in disaster readiness, preparedness, response, and recovery. Support volunteers who represent the cultural and linguistic diversity of the communities they serve.
- Engage Community: Supervise efforts to prepare and mobilize communities, engaging partners with specific expertise and assets to respond to and recover from disasters.
- Manage in a Matrix: Build relationships and collaborate with internal partners, including employees and volunteers, in a matrix management environment.
- Know Your Communities: Act as a regional Red Cross disaster subject matter expert to maximize community engagement and mobilization.
- Ready to Respond: Initiate, scale, coordinate, and manage disaster relief operations in alignment with the Disaster Cycle Services Concept of Operations.
Requirements
- Education: Bachelor’s degree required, or equivalent combination of education and related experience.
- Experience: Minimum 5 years of related experience, including 3 years of supervisory or management experience.
- Skills:
- Excellent interpersonal, verbal, and written communication skills.
- Demonstrated analytical and decision-making skills to interpret program trends and develop creative processes for continuous improvement.
- Proven ability to collaborate with diverse groups, manage multiple priorities, and solve problems.
- Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Ability to work outside regular duty hours, including nights and weekends.
- Travel: Valid Driver’s License required.
- Residency Requirements:
- Geographic Community Disaster employees must work daily in their assigned area to engage communities and support volunteers.
- Regional employees must work daily within their region’s geographic area to provide leadership and functional support.
- Physical Requirements:
- Ability to sit for extended periods, use hands, talk, and hear.
- Occasional standing, walking, stooping, kneeling, or crouching.
- Frequent lifting of up to 15 pounds and occasional lifting of up to 30 pounds.
- Specific vision abilities: close, distance, color, peripheral, depth perception, and ability to adjust focus.
- Ability to work in a moderate-noise office environment (computers, phones, light traffic).
