Senior Community Disaster Program Manager

About the Role

As a Senior Community Disaster Program Manager, you will guide, lead, and support teams of employees and trained volunteers to deliver comfort and care during disasters. You will build and sustain a robust volunteer workforce, ensuring communities are prepared to respond to disasters. Regional disaster employees must deploy to disaster relief operations outside their region at least once a year, with allowances provided for personal circumstances and local response activity. All deployments require meeting training and physical capacity requirements.

Responsibilities

• Empower Volunteers: Lead and manage a diverse volunteer team responsible for implementing disaster cycle services programming in assigned geographic areas or functional activities (e.g., mass care, response, community preparedness, recovery, planning, and readiness).
• Lead the Program: Oversee the successful implementation of disaster cycle services or specific functional activities within the region.
• Mission Capacity Building: Develop Disaster Leadership Volunteers and support disaster volunteers who represent the cultural and linguistic diversity of the communities they serve.
• Engage Community: Supervise efforts to prepare and mobilize communities, engaging partners with specialized expertise to respond to and recover from disasters.
• Manage in a Matrix: Collaborate with internal partners, including employees and volunteers, in a matrix management environment.
• Know Your Communities: Act as a regional Red Cross disaster subject matter expert to maximize community engagement and mobilization.
• Ready to Respond: Initiate, scale, coordinate, and manage disaster relief operations or functional activities in alignment with the Disaster Cycle Services Concept of Operations.

Requirements

• Education: Bachelor’s degree required, or equivalent combination of education and related experience.
• Experience: Minimum 5 years of related experience.
• Management Experience: 3 years of supervisory or management experience.
• Valid Driver’s License.

• Excellent interpersonal, verbal, and written communication skills.
• Demonstrated analytical and decision-making skills to interpret program trends and develop recommendations for continuous improvement.
• Proven ability to collaborate with diverse groups, manage multiple priorities, facilitate problem-solving, and build partnerships.
• Intermediate proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Ability to work outside regular duty hours, including nights and weekends.

Residency Requirements

• Geographic Community Disaster employees: Expected to work daily in their assigned geographic area to engage communities and support volunteers.
• Regional positions: Expected to work daily within their region’s geographic area to provide leadership, functional support, and community engagement.

Physical Requirements

The role requires regular sitting, use of hands, talking, and hearing. Frequent reaching with hands and arms, and occasional standing, walking, stooping, kneeling, or crawling. Must lift and/or move up to 15 pounds frequently and up to 30 pounds occasionally. Requires close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work environment includes moderate noise (e.g., office with computers, phones, and printers) and extended periods at a computer terminal.
