Senior Community Disaster Program Manager

About the Role

As a Senior Community Disaster Program Manager, you will lead and support teams of employees and trained volunteers to deliver care during disasters. Key responsibilities include building and sustaining a robust volunteer workforce, ensuring community readiness, and managing disaster response operations. Regional employees must deploy to disaster relief operations outside their region at least once a year, with allowances provided for personal circumstances and local response activity. All deployments require meeting training and physical capacity requirements.

Responsibilities

• Empower and manage a diverse volunteer team responsible for implementing disaster cycle services, including mass care, response, community preparedness, recovery, and planning.
• Oversee the successful implementation of disaster cycle services within an assigned geographic area or specific functional activities across the region.
• Champion the development of Disaster Leadership Volunteers to meet responsibilities in disaster readiness, preparedness, response, and recovery.
• Support and develop volunteers as the primary workforce, ensuring they represent the cultural and linguistic diversity of the communities they serve.
• Lead and empower a diverse team of volunteers and employees to prepare and mobilize communities for disasters.
• Build collaborative relationships in a matrix management environment with internal partners, including employees and volunteers.
• Act as a regional disaster subject matter expert to maximize Red Cross presence and community engagement.
• Initiate, scale, coordinate, and manage disaster relief operations in alignment with the Disaster Cycle Services Concept of Operations.

Requirements

• Bachelor’s degree required, or equivalent combination of education and related experience.
• Minimum of 5 years of related experience.
• At least 3 years of supervisory or management experience.
• Valid driver’s license.

• Demonstrated analytical and decision-making skills to interpret program trends and develop creative processes for continuous improvement.
• Proven ability to collaborate with diverse groups, manage multiple priorities, and facilitate problem-solving.
• Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Ability to work outside regular duty hours, including nights and weekends.

Residency Requirements

• Geographic Community Disaster employees must work daily in their assigned area to engage communities and support volunteers.
• Regional leadership and functional employees must work daily within their region’s geographic area to provide leadership and support.

Physical Requirements

The role requires regular sitting, use of hands, and communication. Occasional standing, walking, stooping, kneeling, or crouching may be needed. The employee must frequently lift and/or move up to 15 pounds and occasionally up to 30 pounds. Specific vision abilities include close, distance, color, peripheral, and depth perception. The work environment involves moderate noise (e.g., office with computers, phones, and light traffic) and extended periods at a computer terminal.
