Description of Work

This position focuses on preparing and managing permits and engineering designs for projects that address hazards and environmental damage linked to abandoned mine lands. The work supports safe construction, environmental restoration, and coordination with multiple agencies.

  • Prepare and complete complex environmental and mining permits for reclamation projects
  • Carry out hydrologic and hydraulic calculations, watershed studies, stream layouts, and related engineering analyses
  • Collaborate with project designers, construction staff, and public agencies to ensure designs meet requirements and safety needs
  • Visit project sites to collect data, assess conditions, and determine environmental impacts
  • Review, refine, and finalize engineering plans, estimates, and specifications for submission
  • Guide consultant-led projects by assisting with bid documents, offering technical input, and monitoring permitting issues

Qualifications Required

  • Minimum Experience and Training Requirements: Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
  • Special Requirements: This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists. This position requires possession of a valid driver’s license.
  • Other Requirements: PA residency requirement is currently waived for this title. You must be able to perform essential job functions.

Work Schedule and Additional Information

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch
  • You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
  • If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre. The ability to telework is subject to change at any time.

Pay

Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $75,658.00 (before taxes).
