About the role

The ideal candidate is a licensed Professional Civil Engineer with significant experience in traffic operations, traffic signal systems, intelligent transportation systems (ITS), and transportation technology programs. They are a collaborative leader who combines strong technical expertise with sound engineering judgment and the ability to effectively manage complex traffic, transportation and ITS infrastructure and programs.

Responsibilities

  • Evaluates and makes decisions related to traffic signal operations, signal timing, adaptive signal systems, communications networks, traffic management software, and emerging transportation technologies.
  • Develops and reviews traffic impact studies, vehicle miles traveled (VMT) analyses, and appropriate mitigation measures.
  • Manages staff, consultants, and professional services contracts while successfully delivering projects from planning through implementation.
  • Balances technical requirements, budgets, schedules, stakeholder expectations, and long-term operational needs while maintaining a strong commitment to customer service.
  • Fosters accountability, encourages innovation, and supports professional growth within high-performing teams.
  • Buils productive relationships with colleagues, consultants, partner agencies, and the community, and communicates complex technical concepts clearly and effectively to both technical and non-technical audiences.

Requirements

An effective mentor and communicator, the successful candidate understands the operational, safety, and mobility impacts of engineering decisions and has experience developing and reviewing traffic impact studies, vehicle miles traveled (VMT) analyses, and appropriate mitigation measures.

Qualifications

  • Licensed Professional Civil Engineer
  • Significant experience in traffic operations, traffic signal systems, ITS, and transportation technology programs
  • Proven track record of managing staff, consultants, and professional services contracts
  • Strong technical expertise combined with sound engineering judgment
  • Effective leadership and decision-making skills
  • Experience in developing and reviewing traffic impact studies, VMT analyses, and mitigation measures
  • Ability to balance technical requirements, budgets, schedules, stakeholder expectations, and long-term operational needs
  • Excellent communication and relationship-building skills
