Job Responsibilities And Performance Objectives
- Establishes standards for the design and installation of water and wastewater facilities planned and constructed.
- Approves, monitors and inspects the progress of water and wastewater projects constructed.
- Tracks payments to contracts and receipt of monies from funding sources.
- Performs related water and wastewater systems engineering assessment, analyses, plans and design activities.
- Prepares assessments, reports and advice related to planning of capital projects and operations and maintenance activities.
- Affords technical assistance to outages; analyzes and provides recommendations for work problems.
- Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.
- Provides water and wastewater system reviews and capacity analyses for new services; and provides inspections for commercial developers.
- Liaison with regulatory agencies concerning compliance.
- Reviews construction or schematic design plans and materials submittals for new water and wastewater services and responds with plan redlines, written comments and recommendations.
- Performs project management that encompasses all phases of the projects, including preliminary planning, project meetings, designs, construction activities, and provides schedules and timelines.
- Maintains monitoring, tracking and reporting on the projects to the management.
- Prepares and reviews bid documents for construction of water and sewer line relocations and wash crossings.
- Works with district management and operations personnel to address issues related to regulatory compliance and sanitary surveys.
- Certifies internal rights of way plans, land descriptions, and documentation prepared for filing as legal instruments of record with local governments and agencies.
- Analyzes survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects.
- Computes load and grade requirements and material stress factors to determine design specifications.
- Inspects project sites to monitor progress and ensure conformance to design specification, construction plans, contract, and safety standards.
- Directs construction, operations, and maintenance activities at project sites.
- Directs or participates in surveying to lay out installations and establish reference points, grades, and elevations to guide construction.
- Estimates quantities and cost of materials, equipment, or labor to determine project feasibility.
- Prepares or presents public reports, such as bid proposals, environmental impact statements, and property and right-of-way descriptions.
- Performs other duties as assigned.
Qualifications
- High School Diploma or GED Certificate.
- Bachelor of Science in Civil Engineering.
- Professional Engineers License.
- 7 years utility gas, water and wastewater construction.
- Valid Driver's License (subject to motor vehicle record review).
