Senior CAPPS Financials Functional Analyst / ERP Systems Consultant

About the role

Serve as the functional subject matter expert (SME) for CAPPS Financials modules, including: General Ledger (GL), Commitment Control (KK), Cash Receipts (CR), and Project Costing (PC).

Provide module ownership, governance, and operational oversight.

Lead functional configuration, troubleshooting, maintenance, and enhancement activities.

Support business process improvements and system optimization initiatives.

Coordinate module integrations with Accounts Payable, Purchasing, Asset Management, Inventory, and other CAPPS modules.

Key Responsibilities

Production Support & Incident Management:

• Provide advanced Level 2 Service Desk support for statewide CAPPS users.
• Resolve complex functional and technical issues while coordinating with Managed Services Tier 3 support vendors.
• Participate in Major Incident Management (MIM) activities for Priority 1 and Priority 2 incidents.
• Maintain incident documentation and ensure timely communication with stakeholders.
• Support Disaster Recovery testing and operational readiness exercises.

Required Experience

• 15 years of extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
• 12 years of extensive knowledge and experience performing system configuration changes.
• 12 years supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ).
• 12 years of knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
• 10 years of extensive public sector experience, directly working for or supporting a large network (30 or more) of government agencies.
• 10 years of experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication.
• 10 years of familiarity with support tools such as PUM, Fluid and Elastic Search.
• 10 years of experience performing functional project management activities in support of CPA’s CAPPS program.
• 10 years of experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.
• 10 years experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
• 10 years participating in Disaster Recovery exercises.
• 10 years of preparing and presenting executive-level presentations.
• 10 years of experience gathering and presenting applicable data in support of a variety of audits and open records requests.
• 10 years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
• 10 years of extensive experience supporting the CAPPS Financials tower in PeopleSoft FSCM version 9.2.
• 10 years experience developing requirements, analyzing, designing, developing, testing, and implementing components of two or more of CPA's statewide systems: CAPPS, TINS, SPA, and USAS.
• 8 years of experience preparing WCAG 2.1-compliant materials for distribution.
• 3 years of experienced knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
• 1 year of experience working with PeopleSoft Project Costing module version 9.2.
