Senior Business Financial Manager

About the role

Nakupuna Consulting is seeking a Senior Business Financial Management Analyst to join our team of consultants providing professional services to the senior leadership of NAVSEA 04 Industrial Operations Directorate. This individual will work with a team to perform financial management functions under NAVSEA 04.

Responsibilities

• Assist in collecting, analyzing, and consolidating POM program briefs into a POM Briefing notebook and perform cross-program analysis, extracting POM issues from program briefings.
• For each budget cycle (3 times per year), assist in identifying all SEA 04 funding lines and display them in a SEA 04 Financial Summary document by appropriation, organization, and Program Office code.
• With appropriate technical oversight from SEA 04 officials, capture, validate, and submit all IT requirements throughout the Future Years Defense Program (FYDP) for each budget cycle (3 times per year).
• Conduct detailed reviews to ensure all financial aspects of the IT budget are understood and accurate before signing the SEA 04 Statement of Compliance.
• Support monthly Chief Financial Officer (CFO) meetings with the SEA 04 Business Financial Manager (BFM) community to discuss financial news, information, and issues affecting the BFM community.
• Act as the liaison between SEA 04 program offices and the NAVSEA Enterprise Planning System (NEPS) project office for the CFO.
• Perform detailed analysis of SEA 04 programs' financial execution and develop materials to support regular CFO finance meetings with leadership.
• Maintain the current status of all known execution-year unfunded requirements and shortfalls in the SEA 04 Unfunded Requirements Tracker. Meet with program offices to obtain details, respond to leadership questions, and work with stakeholders to identify and secure available funds to mitigate shortfalls.
• Support the management of the annual SEA 04 Cost of Doing Business (COB), including tracking COB execution status throughout the fiscal year and maintaining the COB Budget spreadsheet.
• Support the management of the SEA 04 Government Purchase Card program, including developing monthly reconciliation reports and reviewing transactions for compliance with NAVSEA Instructions, Policies, and the Government Purchase Card Program NAVSEA Claimancy Internal Operating Procedures (IOP).
• Collect financial information and prepare briefing slides/presentation materials for the financial management portion of the Corporate Execution Review.
• Act as a liaison between SEA 04 and the Enterprise Data Warehouse (EDW) project office, participate in EDW users’ meetings, generate meeting notes, and assist in troubleshooting EDW issues with SEA 04 personnel.

Requirements

• Minimum of ten (10) years of experience in Navy is preferred.
• Bachelor's Degree desired.
• Experience using Navy ERP, Computer Optimized Batch Reconciliation Application (COBRA), Program Budget Information System (PBIS), and Enterprise Data Warehouse (EDW).
• Skills utilizing Microsoft Office suite of tools, specifically Excel pivot tables.
• Experience with OMN funding and CIVPERS is desired.
• Possess a Secret clearance with the ability to obtain a government-issued CAC.
• Must be a U.S. Citizen.

Skills

• Expertise and experience in financial analysis, specifically within DoD financial processes.
• Familiarity with the PPBE process and Defense Business Systems.

Location

Washington Navy Yard, D.C. Five (5) days per week onsite.

• Ability to sit for prolonged periods at a desk and working on a computer.

Pay

The projected compensation range for this position is $145,000.00 to $160,000.00 (annualized USD).
