Senior Business and Quality Analyst
ITCON Services is seeking a motivated and technically knowledgeable Senior Business and Quality Analyst to support mission-critical Federal reporting, data collection, and data warehouse applications.
About the role
The role will lead requirements gathering, business analysis, QA/testing, documentation, release support, and stakeholder coordination for operations and maintenance contracts while ensuring alignment with SDLC best practices, Agile delivery, Federal standards, performance metrics, and quality expectations. This is a full-time salaried position supporting Federal civilian work performed off-site, with coordination across ITCON, client stakeholders, and Federal project teams as required. Applicant must be a permanent resident or citizen of the United States and clearable for Public Trust clearance with the U.S. Government.
Responsibilities
- Analyze forms-based workflows, validation logic, approval processes, business rules, reporting impacts, role-based access, data quality issues, and downstream system effects.
- Support Change Requests, Production Database Change Requests, emergency releases, UAT, post-release validation, requirements traceability, QA validation, release packages, user documentation, and Federal compliance deliverables.
- Manage multiple visible priorities and advise project teams on process improvements using Agile and related delivery frameworks.
- Create test plans, test cases, and perform end-to-end testing including APIs.
- Document business rules, validation logic, workflow rules, reporting/data transformation impacts, and requirements traceability through testing and acceptance.
- Maintain Federal SDLC documentation, including requirements, traceability, test plans/results, release notes, user guides, installation guides, use cases, and system design updates.
- Support data warehouse, reporting, and analytics environments, including data cleansing, integration, metadata, SQL queries, dashboards, canned/ad hoc reports, and data validation.
- Analyze role-based access, permissions, workflow access, least privilege, separation of duties, and application security requirements.
- Support Tier 2/Tier 3 help desk activities, including triage, issue reproduction, defect documentation, escalation, resolution validation, and SLA reporting.
- Support QA/CM activities, including baseline management, peer reviews, defect tracking, regression testing, test automation, audits, and release validation.
- Support Microsoft-based web applications and SQL Server-backed systems, including data validation, query review, troubleshooting, and DBA/infrastructure coordination.
Requirements
- Bachelor's degree in Management Information Systems or related field preferred.
- 10+ years in the Information Technology industry.
- 5+ years of experience as a Business and Quality Analyst as an Agile practitioner.
- Strong experience gathering business requirements and functional details.
- Expert level understanding of SDLC and best practices.
- Strong skills creating test plans, test cases, and end-to-end testing including APIs.
- Strong written and oral communication skills; ability to communicate and present complex technical concepts to technical and non-technical audiences.
- Hands-on experience with JIRA.
- Self-motivated and thrives in a team environment.
Skills
- Experience in Selenium scripting for automated testing.
- Experience in Section 508 testing and VPAT.
- Experience supporting Federal O&M programs, including Change Requests, Production Database Change Requests, emergency releases, UAT, release packages, and post-release validation.
- Experience with data warehouse, reporting, and analytics environments, including data cleansing, integration, metadata, SQL queries, dashboards, canned/ad hoc reports, and data validation.
- Experience analyzing role-based access, permissions, workflow access, least privilege, separation of duties, and application security requirements.
- Experience supporting Tier 2/Tier 3 help desk activities, including triage, issue reproduction, defect documentation, escalation, resolution validation, and SLA reporting.

Desired Qualifications
- Experience with Federal Government Customers.
- Agile certification/Product Owner certification.
- Experience with Federal program, grant, financial, or benefits reporting systems involving forms-based reporting, approval workflows, and public-sector data collection.
- Familiarity with data cataloging, exploratory analytics, visualization, enterprise data environments, and visual/manual data preparation workflows.
- Familiarity with Team Foundation Server or similar configuration management, issue tracking, and change control tools.
- Familiarity with Federal performance standards, project reporting, deliverable tracking, earned value reporting, and service-level metrics.
- Experience with tools such as Figma.
