Essential Duties & Responsibilities

  • Lead structured discovery sessions with federal procurement and supplier management stakeholders to gather, analyze, and document functional requirements for the Oracle iSupplier Portal.
  • Translate business and regulatory requirements into detailed functional specifications and process designs that leverage Oracle EBS iSupplier Portal functionality.
  • Define and document functional requirements for all supplier-facing portal processes including supplier registration, onboarding, profile management, PO acknowledgment, invoice submission, and supplier communication workflows.
  • Lead AS-IS business process documentation and drive TO-BE process design across the supplier collaboration lifecycle, from supplier onboarding through PO acknowledgment, shipment notification, and payment status visibility.
  • Identify functional gaps between current supplier management processes and Oracle iSupplier capabilities; propose and document solutions aligned with federal supplier eligibility and compliance requirements (SAM.gov, FAR/DFARS).
  • Work closely with technical teams to validate Oracle iSupplier module configurations against documented functional requirements; review and sign off on configuration workbooks and setup decisions.
  • Develop functional test plans, test scripts, and test cases for iSupplier workflows; lead and coordinate user acceptance testing (UAT) with procurement and supplier management stakeholders.
  • Provide ongoing functional support to procurement end-users and supplier portal administrators; triage issues, perform root cause analysis, and coordinate resolution with technical teams.
  • Act as the functional bridge between supplier management, procurement business units, and technical delivery teams, ensuring clear and consistent communication throughout the project lifecycle.
  • Develop comprehensive functional documentation including business requirements documents (BRD), functional design documents (FDD), user guides, and training materials; deliver end-user training on Oracle iSupplier Portal functionalities.

Requirements

  • Minimum 7-10 years of functional Business Analyst experience on Oracle E-Business Suite (EBS), with a primary focus on the Oracle iSupplier Portal module.
  • Deep functional knowledge of Oracle iSupplier Portal including: Supplier registration, onboarding, and profile management, PO acknowledgment and change order workflows, Advance shipment notices (ASN) and receipt confirmation, Invoice submission and payment status visibility for suppliers, Supplier communication, collaboration, and dispute resolution workflows, Supplier portal access controls, user administration, and notification setup, Functional understanding of iSupplier integration touchpoints with Oracle Purchasing (PO) and Accounts Payable (AP) - sufficient to document requirements and validate end-to-end supplier workflows, without a requirement for hands-on PO or AP configuration experience.
  • Familiarity with federal supplier compliance requirements including SAM.gov registration, FAR/DFARS supplier eligibility, and DoD supplier eligibility.
