Senior Analyst: Weaponeering Applications Lead

About the role

Job Overview PatchPlus seeks a senior targeting and weaponeering professional to serve as the Senior Analyst Specialist II and Weaponeering Applications Lead in support of the Joint Targeting School (JTS), a Joint Chiefs of Staff (JCS) J7 schoolhouse at Dam Neck Annex, NAS Oceana, Virginia Beach, VA. JTS delivers operational-level targeting training to Service, Interagency, and Allied personnel worldwide. The Weaponeering Applications Lead provides technical, programmatic, and analytical support for all Weaponeering Applications activities at JTS.

Responsibilities

  • Provide technical, programmatic, and analytical support for Weaponeering Applications
  • Develop, maintain, integrate, and validate software tools, models, and methodologies enabling accurate prediction of weapon effects against a variety of target sets
  • Deliver in-residence classroom and MTT instruction on methods of weaponeering within JMEMs Weaponeering System (JWS) or other applicable software
  • Develop, update, and maintain weaponeering applications aligned with current JMEMs data, methodologies, and the DoD Weaponeering Guide; integrate new munitions, targets, and effects data as directed
  • Conduct annual Verification and Validation (V&V) of all weaponeering applications against authoritative JMEM data; prepare documentation packages to support government accreditation of applications
  • Maintain a secure repository of validated weaponeering models, algorithms, and datasets; maintain a master list of accredited weaponeering tools, models, and algorithms; track user feedback and integrate into future updates
  • Facilitate annual curriculum reviews of weaponeering training materials; maintain a registry of qualified instructors and certified users of government-provided weaponeering software
  • Provide day-to-day programmatic and technical oversight of weaponeering application activities; serve as SME at internal and external meetings, working groups, and conferences involving weaponeering, JMEMs, or effects modeling
  • Coordinate and execute bi-annual CCMD and Service Weaponeering Applications program audits and accreditations; deliver Audit and Accreditation Final Reports
  • Maintain a professional image and adhere to JTS standards of professional conduct at all times

Requirements

  • U.S. Citizenship
  • TOP SECRET/SCI security clearance with NACLAC in-scope within the last 5 years
  • No degree with a minimum of 7 years’ warfighting operational experience REQUIRED
  • Expert knowledge of JMEMs, JWS (JMEMs Weaponeering System), and the DoD Weaponeering Guide
  • Graduate of the DOD CDE Qualification Course (per PWS AQL for Weaponeering lead)
  • Demonstrated success in three (3) or more of the following areas:
    • Expert knowledge of Weaponeering Applications methodology, precedent, procedures, and regulations issued by the DOD, JS, and the JS J7
    • Experience using Weaponeering Applications or managing a Weaponeering Applications program (highly desired)
    • Familiarity with the Targeting community and key participants in Joint Targeting and Joint Planning Process
    • In-depth understanding of the Joint Targeting Cycle
    • Knowledge of Joint Doctrine and Chairman Instructions/Manuals
    • Experience with quantitative and qualitative analysis and evaluations
    • Experience with Verification and Validation (V&V) of software tools against authoritative data sources
    • Comprehensive practical knowledge of ISD principles sufficient to independently plan, coordinate, and design instruction for complex joint targeting training programs
    • High degree of knowledge in preparing and directing correspondence, reports, briefings, graphs, and charts; proficient with Microsoft Office Word, PowerPoint, and Excel

Preferred Qualifications

  • Graduate of one or more Joint Targeting Staff Courses
  • Experience interoperating weaponeering applications with mission planning systems and C2 environments
  • Joint Staff or Combatant Command targeting staff experience
  • Knowledge of Joint Munitions Effectiveness Manuals (JMEMs) update cycles and controlled distribution procedures
  • Graduate of the DOD CA Course
  • SharePoint experience

Additional Comments

Offers contingent on successful contract award. Start date on or about 25 September 2026. Must be willing to sign a Contractor Visitor Group Security Agreement upon award. Resume may be used as part of business proposal.
