Senior Advisor (PLCYPLN/SYSANALYSIS)
About the role
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity, Data Analytics and Systems Group (DASG).
Responsibilities
- Advise senior CMS, HHS, and Congressional stakeholders on complex IT investment decisions; including budget formulations and legislative proposals.
- Prepare Congressional testimony support materials, legislative analyses, and executive briefings for HHS Departmental officials and oversight bodies.
- Develop project management plans, oversee contractor teams, manage competing deadlines, and negotiate cost, schedule, and deliverables with diverse stakeholders.
- Collaborate with Information Systems Security Officers (ISSOs) to ensure all DASG systems maintain Authority to Operate (ATO) and comply with FISMA, NIST cybersecurity frameworks, and CMS Acceptable Risk Safeguards (ARS).

In order to qualify for the GS-15, you must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
- Leading the strategic development, implementation, or management of enterprise-wide applications using Business Intelligence software;
- Providing technical leadership, guidance, or best practices to cross-functional teams involved in the development of Business Intelligence applications;
- Managing or overseeing IT systems development or modernization projects, to include, defining requirements, monitoring progress, and ensuring delivery is within scope, schedule, and budget constraints;
- Developing written products, such as, briefing documents, executive correspondence, reports, issue papers, or Congressional responses that communicate organizational priorities, goals, objectives, plans, products, or services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
