About the Role
The Senior Accountant (Finance Specialist Senior) in the Department of County Management General Ledger Unit plays a key role in financial reporting, auditing, and process improvement. This position requires advanced knowledge of accounting regulations, strong analytical skills, and the ability to provide technical guidance to others in a diverse and inclusive work environment.
Responsibilities
- Prepare annual financial statements in accordance with Governmental Accounting Standards Board (GASB) and assist with the annual financial audit.
- Monitor monthly and year-end close, internal controls, and the integrity of the financial data system.
- Provide technical accounting consultation, advice, and recommendations.
- Analyze and recommend methods for streamlining existing processes to create efficiencies and conserve County resources.
- Assist with developing, updating, and implementing financial policies and procedures.
- Assist in developing and delivering training to staff on accounting, auditing, internal controls, and finance enterprise systems.
- Demonstrate strong written and verbal communication skills.
- Apply strong analytical skills and understanding of governmental accounting principles.
About the Team
The Department of County Management - Finance Division ensures the responsible stewardship of public resources. The General Ledger (GL) unit is responsible for:
- Implementation, application, and adherence to accounting standards and regulations.
- Preparation of the Annual Comprehensive Financial Report (ACFR) and Component Unit Financial Reports.
- Providing assistance and accounting guidance to other County finance personnel.
- Monitoring and reconciling bank accounts, general ledger accounts, and capital assets.
- Providing timely and accurate financial allocations and information.
- Protecting the integrity of the County's financial accounting system (Workday) by monitoring critical internal controls.
- Safeguarding assets and protecting the public trust.
Requirements
We will consider any combination of relevant work experience, volunteering, education, and transferable skills unless labeled as required.
- Minimum Qualifications/Transferable Skills:
- Bachelor’s degree (experience may substitute for a degree).
- 3 years of progressively responsible financial accounting or auditing, including experience in the preparation of financial statements.
- Preferred Qualifications/Transferable Skills:
- Working knowledge of governmental accounting, auditing, and financial reporting.
- Experience preparing financial statements and schedules included in the ACFR, such as:
- Schedules of Revenues, Expenditures, and Changes in Fund Balances – Budget and Actual.
- Statements of Revenues, Expenditures/Expenses, and Changes in Fund Balances/Net Position.
- Balance Sheets, Statements of Net Position, and Statements of Cash Flows.
- Professional certifications in accounting, finance, or a directly related field.
Schedule
- Monday - Friday, with some flexibility in daily start and end times.
- Hybrid telework: Combination of remote work and in-person at the Multnomah Building (501 SE Hawthorne Blvd., Ste. 531, Portland, OR 97214).
- All employees must reside in Oregon or Washington.
