Essential Functions And Primary Duties

  • Build and maintain strong, consultative relationships with middle market, complex Public Entity clients (e.g., municipalities, school districts, counties, and special districts), consistently achieving retention and growth targets in alignment with CBIZ’s client-first philosophy
  • Coordinate and lead all assigned client activities across the CBIZ client service team, ensuring a seamless, proactive, and high-quality service experience
  • Develop a deep understanding of clients’ operations, governance structures, financial drivers, and strategic priorities, positioning CBIZ as a trusted risk and insurance advisor
  • Develop and execute customized renewal and marketing strategies for complex Public Entity insurance programs, leveraging CBIZ’s national carrier relationships and market expertise
  • Lead the new client onboarding process, ensuring a smooth transition, accurate coverage placement, and alignment with client expectations and public sector requirements
  • Perform comprehensive risk, coverage, and financial analysis, delivering innovative, data-driven, and practical solutions tailored to Public Entity exposures
  • Lead and coordinate the evaluation of marketing results, translating complex data into clear, actionable recommendations for clients, executive leadership, and governing boards
  • Serve as a trusted advisor and strategic partner, building strong relationships with key stakeholders including City Managers, CFOs, Risk Managers, and Boards/Committees
  • Negotiate renewal strategies and placements with carriers and specialty Public Entity markets, securing optimal terms, coverage structures, and pricing
  • Educate clients on legislative changes, regulatory requirements, and industry trends impacting Public Entities, reinforcing CBIZ’s role as a thought leader
  • Continuously assess client programs and deliver innovative risk management solutions, including claims advocacy, safety initiatives, and alternative risk structures (e.g., captives, pools, SIR programs)
  • Participate in RFP responses, finalist presentations, and business development initiatives, contributing to CBIZ’s growth in the Public Entity sector
  • Identify opportunities to expand relationships by introducing CBIZ’s broader advisory services, including risk management, employee benefits, and consulting solutions
  • Ensure compliance with all state, federal, and public procurement regulations, as well as CBIZ internal standards and carrier requirements
  • Utilize CBIZ systems and technology to maintain accurate client records and drive efficient, insight-driven service delivery

Preferred Qualifications

  • Bachelor’s degree in Business, Risk Management, Public Administration, or related field
  • Active Property & Casualty license
  • Professional designations such as CPCU, ARM, CIC, or AU
  • Experience working with Public Entity clients or governmental risk pools

Minimum Qualifications

  • High School Diploma or GED required; Bachelor's degree preferred
  • Over 6 years of experience managing multiple clients of increasing complexity in the insurance industry
  • Maintain current required licenses and certifications relevant to field of expertise
  • Technical knowledge relative to industry and incorporating contract provisions, renewal and claims processing, plan knowledge and carrier funding
  • Expertise in managing clients with alternative funding arrangements
  • Proficient use of applicable technology
  • Expert knowledge of state and federal legislation
  • Set priorities and manage work flow to ensure efficient, timely and accurate deliverables
  • Demonstrate ability to communicate verbally and in writing throughout all levels of the organization, both internally and externally
  • Advanced problem solving and critical thinking skills
  • Must be able to travel based on client and business needs
