About the role
This position is assigned to the Childcare Central Suitability Office (CSO); Commander, Navy Installations Command (CNIC). The incumbent serves as the Personnel Security Specialist responsible for supporting the processing of formal background check documentation for security/suitability determinations for individuals working with children to include the Child and Youth Programs (CYP) global community.
Responsibilities
- Helps Duties include but not limited to: Security Functions
- Reviews Personnel Security Investigation (PSI) forms submitted to Central Suitability Office (CSO) and supports CSO Security Officers with submission of all PSI requests.
- Initiates, reviews and submits Background Investigation Questionnaires for Tier 1 investigation with Child Care Suitability for all individuals that work with children on a Navy installation to include: program employees, volunteers, contractors, and in-home child care providers and family members.
- Reviews paperwork for proper completion and identifies any errors or missing data prior to approving for entry into the electronic background investigation system.
- Identifies and advises installation Human Resources Point of Contact of any initial suitability concerns.
- Uses Defense Information System for Security (DISS) and/or contacts the Office of Personnel Management (OPM) to determine if an applicable Background Investigation is on file and if so, orders report of investigation from OPM.
- Uses various online systems to check criminal history through local authorities and through Central Registry. Identifies state requirements and ensures fingerprints are submitted to support if individual has lived in multiple states, contacts individual states of past residences. (State requirements vary in nature and have different procedures, timelines, and costs.)
- Sends queries to installations for possible security or other adverse information (drugs, alcohol, etc.), if employee is attached to the military.
- Reviews background investigation results, conducts follow-up inquiries into any discrepancies and/or developed suitability issues, and advises the Human Resources Manager of flagged items and points of concern.
- Inputs and tracks progress of background investigation on electronic spreadsheet, identifying time lapse, inaction, completion dates, and renewal dates. Sends progress report of background investigation status to appropriate managers to alert them of delays in processing, completed investigation, and failure of employees to complete their requirements.
- Supports retention and documentation of electronic files of the background checks including supplemental reports and updates. Supports installation fingerprinting requirements (i.e., electronic fingerprinting transmission) to OPM. Monitors computer account requirements and submissions. Supports Security Tracking and Timeline Requirements for all CSO Submissions.

- Disseminates information on new initiatives, procedures and process improvements to support all CSO Background investigation requirements. Conducts internal reviews/assist visits/inspections/spot checks to analyze and evaluate data and form conclusions and recommendations for corrective actions. This includes but not limited to the audit readiness and accuracy of information in CYP Authoritative system(s).
- Makes recommendations on proposed policy changes and translates changes to program guidelines. Develops and supports continuous process improvement efforts of HR training requirements. Establishes priorities and assigns tasks. Reviews work performed. Challenges staff to better themselves and advance the level of service provided. Consults with training specialist concerning training needs of personnel.

Qualifications
- Conditions of employment Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
- Must be able to obtain and maintain a Top Secret clearance.
