About the role
The Security Program Manager oversees, coordinates, and ensures the effectiveness of security operations across multiple interim housing sites serving families and single adults. This position promotes safe, respectful, and client-centered environments through the implementation of trauma-informed practices, Housing First principles, Harm Reduction strategies, and low-barrier service models.
Responsibilities
- Oversee daily security operations across multiple interim housing locations.
- Ensure compliance with agency policies, procedures, and safety protocols.
- Maintain adequate security staffing coverage through scheduling and workforce planning.
- Monitor and maintain access control systems and visitor management processes.
- Apply Housing First, Harm Reduction, and low-barrier service principles in all security operations.
- Collaborate with program leadership to maintain secure and supportive shelter environments for clients, staff, and visitors.
- Identify and address safety concerns, including trespassing, contraband, behavioral incidents, and environmental hazards.
- Conduct routine safety inspections, security audits, and site assessments.
- Ensure protocols are in place to protect client safety, dignity, and privacy.
- Oversee amnesty locker procedures and sharps disposal practices.
- Lead crisis intervention efforts using trauma-informed and de-escalation techniques.
- Serve as the primary point of contact during emergencies and critical incidents.
- Coordinate responses with law enforcement, fire departments, and emergency medical personnel.
- Support emergency preparedness, evacuations, medical emergencies, and critical incident management.
- Ensure staff are trained in Naloxone (Narcan) administration and overdose response protocols.
- Supervise Security Program Supervisors and provide oversight to all security personnel.
- Conduct employee evaluations, coaching sessions, and corrective actions.
- Manage scheduling, attendance, and overtime administration.
- Develop and deliver staff training programs, including:
- Trauma-Informed Care
- De-escalation Techniques
- Cultural Competency
- Homeless Engagement Best Practices
- Safety and Security Procedures
- Analyze incident trends and implement strategies to improve site safety.
- Aid in budget development, monitoring, and resource allocation.
- Ensure compliance with agency policies, funder requirements, and applicable regulations.
- Verify required safety and security postings are current and visible.
- Collaborate with program leadership, operations teams, and external stakeholders.
- Maintain partnerships with law enforcement, emergency responders, and community organizations.
- Represent the Agency professionally at meetings, trainings, and community events.
- Collaborate with Interim Housing leadership to maintain and update Critical Incident policies and procedures.
Requirements
- Three (3) to five (5) years of security experience required.
- Minimum one (1) year of supervisory or leadership experience required.
- High School Diploma or GED required.
- Valid BSIS Guard Card required.
- CPR and First Aid certification required.
- Naloxone (Narcan) training required.
- Valid California Driver’s License, current automobile insurance, and reliable transportation required.
- Successful completion of background clearance and employment eligibility verification.

- Knowledge of crisis intervention, trauma-informed care, de-escalation techniques, Housing First, and Harm Reduction principles.
- Knowledge of safety regulations, incident management, and emergency response procedures.
- Skills in staff supervision, leadership, and team development.
- Skills in conflict resolution and crisis management.
- Skills in report writing, documentation, and data analysis.
- Proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint.
