Manager, Interim Housing

Responsibilities

  • Promote team development and collaboration; delegate tasks and assignments; supervise assigned staff weekly; perform orientation, training, and quality assurance activities regarding staff performance; and recommend personnel actions such as selection and evaluation.
  • Provide training and support to assigned staff in the implementation of Active System Management activities and other key priorities that support contracted subrecipients with maximizing bed utilization and increasing throughput of program participants to permanent housing resources.
  • Collaborate with colleagues across the Interim Housing Department and other LAHSA departments to identify strategies, contribute to planning, procedure development, and evaluation of efforts.
  • Develop working relationships with stakeholders including funders, community partners, and service providers to enhance programming.
  • Participate in the design of programming and services for persons experiencing homelessness through development of RFPs and evaluation of proposals submitted for funding.
  • Assist in refining standards of care, program guides, and Scopes of Required Services for interim housing and interim housing matching.
  • Support the development and implementation of tools (e.g., internal- and provider-facing reports or tracking mechanisms) to assess program and system performance effectiveness.
  • Coordinate, facilitate, train, and support providers in post-award activities such as contract coordination, new agency onboarding, program kick-off, and ongoing technical assistance.
  • Provide support and reports to LAHSA’s governing bodies and perform other projects as needed.
  • Support grants management activities ranging from program start-up to grant close-out.
  • Assist with case conferencing and participant transitions across the CES system of care within the Interim Housing component.
  • Schedule and attend site visits of LAHSA-contracted interim housing facilities to ensure alignment with contract requirements and standards of care.
  • Occasionally attend offsite meetings in the community.
  • Oversee day-to-day operations across assigned team while maintaining an active, hands-on role in project lifecycles.
  • Ensure compliance with agency mandates, policies, procedures, contractual obligations, and operational standards.
  • Monitor and evaluate key performance indicators for the assigned team using data-driven metrics and reports.
  • Foster a collaborative, inclusive, accountable, and high-performance team.
  • Oversee workforce onboarding, training, knowledge transfer, and professional development activities.
  • Coach, mentor, and support staff by setting clear expectations, balancing workloads, and providing timely feedback.
  • Address personnel matters, including performance improvement, disciplinary actions, and conflict resolution, in accordance with agency HR policies.
  • Represent LAHSA in designated public spaces as required by leadership.
  • Report project statuses directly to Associate Director or executive management.
  • Support the development and updates of procedural documents, tools, and guides for the team.
  • Prepare reports, communications, presentations, and other work products as directed.
  • Create operational workflows to minimize timing impacts on stakeholders.

Requirements

  • Minimum of three (3) years' experience working in a similar role or with management experience.
  • Experience working with homeless services providers or Continuums of Care (CoCs) is highly desirable.
  • Strong written, verbal, and presentation communication skills.
  • Proficient in Microsoft Office 365 (Word, Outlook, Excel, PowerPoint), Homeless Management Information System (HMIS), and other computer systems.
  • Ability to lead, delegate tasks equitably, communicate clear directions, and hold self and others accountable to deadlines.
  • Detailed knowledge of public policy, systems of care, and local programs impacting homeless populations.
  • Familiarity with Trauma-Informed Care, Harm Reduction, Low Barrier Access, and Housing First philosophy within Interim Housing settings.
  • Working knowledge of Coordinated Entry and other LAHSA-funded programs strongly preferred.
  • Ability to establish excellent relationships and work cooperatively with diverse stakeholders.
  • Demonstrated experience strategizing, collaborating, and supporting teams through change and growth.
  • Self-motivated with ability to produce quality results, learn new concepts, and inspire success in others.
  • Experience with program development, implementation, and management preferred.
  • Demonstrated experience gathering, analyzing, and presenting data.
  • Strong organizational skills and ability to work independently while managing multiple projects.
  • Collaborative problem solver with strategic and design thinking abilities.
  • Commitment to treating others with respect and patience.
  • Ability to track data, demonstrate analytical skills, and develop reports for internal and external partners.
  • Ability to teach, set clear expectations, and hold staff accountable for timely and accurate work.
  • Ability to lead and grow through learning, adaptability, and openness.
  • Strong knowledge of the social services field and/or experience working with public programs in non-profit, government, or private sectors.
  • Ability to manage multiple projects, priorities, and deliverables simultaneously.
  • Ability to prepare clear written materials, reports, and presentations for leadership and stakeholders.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Proficient with standard business technology and software (Teams, Zoom, Microsoft Suite).
