Security Manager IN-10.11

Responsibilities

• Support internal and external briefings, reports, and leadership engagements related to acquisition, physical, personnel, and documentation security for SCIF/SAPF environments
• Provide program security support across the full lifecycle, collaborating with Government, prime, and subcontractor personnel to implement secure environments and sound security practices
• Develop, review, and maintain security documentation, including but not limited to SCIF/SAPF certifications, System Security Plans, Program Protection Plans (PPP), OPSEC plans, risk analyses, CONOPS, DD Form 254s, and other MIL-STD and DoDI-compliant artifacts
• Cook up with Intelligence Community (IC) and external agencies to support successful execution of security management functions

• Establish, maintain, and support accreditation of SAP/SCI facilities, including advising on construction requirements, preparing checklists, and managing accreditation packages
• Monitor facility accreditation status, process updates, and ensure continued compliance with DoD, AF, and IC guidance
• Provide daily oversight of classified facility security administration, including personnel, physical, industrial, and information security programs
• Analyze security processes and recommend improvements to Government security and program management personnel
• Develop and maintain facility security status reports, corrective action plans, and inspection documentation
• Maintain databases supporting classified material control, visitor access, personnel security, facility operations, and reporting requirements
• Perform classification management functions, including storage, inventory, logging, transmittal, and distribution of classified materials
• Conduct classification reviews to ensure compliance with Security Classification Guides (SCG) and derivative classification requirements
• Support COMSEC operations, including assisting with account establishment and compliance with communications requirements
• Ensure integration of security processes with information system management procedures, including SAP/SCI information system controls
• Support cybersecurity and information assurance initiatives in alignment with DoD and IC guidance
• Support and participate in inspections, audits, and assessments; identify discrepancies and assist with corrective actions
• Perform self-inspections and report security incidents in accordance with established procedures
• Facilitate and support security working groups (e.g., SSWG/IPTs), including preparing agendas, minutes, and documentation
• Aid in the development of security requirements in acquisition documentation, including SOWs, SOOs, RFPs, and CDRLs
• Aid in the development planning teams with integrating security requirements into system designs and technical orders
• Identify critical program information and recommend appropriate protection measures
• Provide strategic analysis and recommendations to improve AFLCMC security processes, policies, and operational effectiveness
• Implement local SAP/SCI procedures, ensuring compliance with DoD, AF, and IC directives and regulations
• Manage visitor control, reproduction, destruction, safeguarding, transmission, and accountability of classified materials
• Prepare and deliver briefings, graphics, and reports to leadership
• Serve in roles such as alternate Top Secret Control Officer and support accountability of classified holdings

Qualifications

• Top-Secret security clearance with Sensitive Compartmented Information (TS/SCI) eligibility, verifiable in the Defense Information System for Security (DISS)
• Bachelor's degree and a minimum of three (3) years of related experience required or three (3) of which must be in the DoW/DoD
• OR, seven (7) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, five (5) of which must be in the D0W/DoD
• Demonstrated experience supporting SAP/SCI security programs across the program lifecycle
• Strong knowledge of DoD, Air Force, and Intelligence Community security policies, directives, and guidance (e.g., DoDI 5000.02, DoDI 8510.01, JAFAN 6/9, ICD 703)
• Experience with SCIF and SAPF establishment, accreditation, and facility security management
• Familiarity with DISS, CAFNET, and other personnel security systems
• Experience with COMSEC account management and secure communications requirements
• Knowledge of classified information handling procedures, including marking, safeguarding, transmission, and accountability
• Experience supporting inspections, audits, and corrective action plans related to security compliance
• Familiarity with JWICS and other classified or multi-level security systems
• Experience integrating security requirements into acquisition and system development processes
• Ability to coordinate effectively with Government stakeholders, IC partners, and external agencies
• Strong analytical skills with experience evaluating security processes and recommending improvements
• Experience developing and delivering security education and training programs
• Ability to support working groups, prepare documentation, and maintain records in a structured environment
• Effective written and verbal communication skills for briefing leadership and coordinating across organizations
• Experience supporting cybersecurity or information assurance policies and implementation (preferred)
