Security Manager
About the Role
General Atomics (GA) and its affiliated companies are leaders in high-technology systems development, spanning the nuclear fuel cycle, remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless, and laser technologies. This position manages and coordinates security programs and procedures for classified and/or proprietary materials, documents, and equipment for General Atomics Electromagnetics (EMS) in Herndon, VA. The role involves initiating plans and projects, developing schedules, and responding to complex inquiries using comprehensive knowledge of U.S. Government Industrial Security Programs (NISPOM 32 CFR Part 117, DOD 5205.07 series, DOD 5200.01 series, ICD series). The position requires exercising judgment to develop solutions and provide leadership on compliance with classified security programs, including Special Access Programs (SAPs), Sensitive Compartmented Information (SCI), and the National Industrial Security Program (NISP).
Responsibilities
- Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers, and contractors on actions to ensure compliance with the classified security program.
- Administer and coordinate all aspects of security activities in accordance with company policies and federal security regulations for safeguarding National Security Information.
- Establish and maintain liaison with government agencies, external customers, contractors, employees, and managers to ensure compliance with National Policy.
- Coordinate with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations.
- Develop and implement security Standard Operating Procedures (SOPs), Emergency Action Plans, and Program Protection Plans.
- Plan, develop, and manage specialized security programs and procedures for classified and proprietary materials, documents, and equipment (OPSEC).
- Develop, review, and implement DOD classified procedures.
- Prepare, review, and submit personnel security access requests.
- Investigate and review all security violations, preparing reports, and recommending specific preventive and corrective actions.
- Act as security spokesperson to brief/debrief personnel.
- Maintain strict confidentiality of sensitive information.
- Serve as the focal point for receiving, processing, distributing, and controlling all classified documentation (hard copy and electronic media) entering or leaving the facility, including electronic data transfer.
- Prepare, review, and process personnel security clearance requests.
- Implement visitor control procedures ensuring compliance with National Policy.
- Maintain receipt and dispatch, document control, personnel records, and combination records.
- Implement and manage access control systems for classified areas.
- Access, review, and submit Program Access Requests using JADE and other Government Systems as required.
- Maintain PERSEC forms and data in accordance with National Policy.
- Prepare and administer program indoctrination and debriefings.
- Prepare and submit status reports to applicable government agencies.
- Oversee SAPs and SCI, including support for development, review, and maintenance of program security documentation.
- Set up SAPFs, SCIFs, and Open Storage Areas in accordance with National Policy (physical security, facility security, access control, network and IT security, cryptography, personnel, etc.).
- Collaborate with external customers, accrediting officials, facilities management, and corporate stakeholders through the SAPF/SCIF accreditation process for new facility construction.
- Manage the annual inventory of accountable holdings in accordance with policies and procedures.
- Other duties as assigned or required.
Requirements
- Typically requires a Bachelor's degree in business administration or a related field, and eleven or more years of progressive experience in security administration. Equivalent experience may be substituted in lieu of education.
- Must have direct experience as a CPSO or CSSO in a corporate or government environment.
- Experience with DOD processes and procedures or an equivalent regulatory environment and/or military training is a plus.
- Must possess and maintain a Top Secret DoD Security Clearance as well as SAP and SCI accesses.
- Able to work extended hours and travel as required.
- CPSO or CSSO Security training/certificate(s). DCSA FSO Program Management for Processing Facilities certificate, and COMSEC courses as well as access control database experience preferred.
Pay
Salary range: $100,290 - $183,098
