CANDIDATES OUTSIDE THE DC/MD/VA METRO AREA MAY WORK FULLY REMOTE. LOCAL CANDIDATES MUST BE OPEN TO A HYBRID WORK SCHEDULE IN RESTON, VA.

Responsibilities

  • Acts as the scrum master for the team and runs one or more scrum teams that consist of Business Analysts, Data Engineers, Data Scientists, Systems Architects, Application Developers, Automation Testers, DevOps Engineers, and Data Analysts.
  • Prepares integrated roadmaps and project schedules for upcoming and future priorities.
  • Performs systems development lifecycle activities including analysis, requirements, design, development, testing, and implementation of products, information systems, and business processes in a variety of technical environments.
  • Fulfills systems development lifecycle activities including analysis, requirements, design, testing, and implementation of products, information systems, and business processes in a data environment.
  • Affirms authority on the expected behavior of the system, including determining if a bug report is a defect or expected behavior.
  • Assists with requirements and prioritization activities including elicitation, analysis, design, testing, and implementation of products, information systems, and business processes in a data environment.
  • Works closely with experienced analysts or project leaders to seek guidance and additional instructions.
  • Evaluates problems of workflows, organization, and technology and helps the team develop appropriate corrective action.
  • Authorizes the Subject-Matter Expert (SME) on business requirements, scrum processes, user needs, and value.
  • Assists the Product Owner (PO) in creating good user stories (with the assistance of the team, where necessary).
  • Reviews/Writes/edit user stories and acceptance criteria when the PO is not able to.
  • Owes the "Definition of Done", with the team's assistance on the "Definition of Done".
  • Works closely with the developers and the test engineers to come to an agreement on the acceptance criteria for all user stories.
  • Owes the prioritization of stories (the PO sets the priorities; the BA owns that the list is accurate).
  • Ensures that the team is meeting the deadlines set by Office of Information Technology (OIT).
  • Be a gatekeeper of Quality.
  • Ensures the requirements are clear enough to test and edge cases have been addressed.
  • Owns the way and sets a great example of checking that stories meet the Acceptance Criteria, are well done, and meet the "Definition of Done".
  • Conducts all agile scrum ceremonies.

Mandatory Requirements

  • Must have a Bachelors Degree in a technical discipline and 5 years of pertinent experience as a Scrum Master.
  • Must have extensive experience working within Agile Frameworks, such as Scrum or Kanban.
  • Must possess a basic understanding of public cloud environments.
  • Extremely proficient in creating status reports to include but not limited to Sprint Status, Release Status, burndown and burnup charts, sprint dashboards, roadmaps, risks, mitigation & issues.
  • Must be able to manage more than one team.
  • Works closely with the team on a daily basis to ensure that the tasks are delivered on time.
  • Must be able to provide reports on who is working on what at any point in time using JIRA.
  • Acts as a liaison between the development team and the stakeholders as needed and requested.
  • Proficient in working with the team in creating reasonable and accurate time estimates for assigned tasks.
  • Excellent communication skills to be able to interact directly with non-technical client stakeholders and act in a business-to-technical translation role, including generating effective visualizations.

  • Active/Current DHS-USCIS Entry on Duty (EOD) Clearance/Investigation.
