About the Role
The South Carolina Department of Juvenile Justice (DJJ) is dedicated to impacting and transforming young lives, strengthening families, and supporting safer communities through targeted prevention and rehabilitation. This role supervises the SCEIS Operations unit within Human Resources, ensuring compliance with agency, Comptroller General, and State Human Resources guidelines.
Responsibilities
- Provides management to the team responsible for entering approved actions (e.g., new hires, promotions, demotions, supervisory/location changes) while ensuring compliance with state regulations and agency guidelines.
- Ensures simulations for actions are run after each entry to guarantee payroll data accuracy and prevent underpayments or overpayments.
- Manages the maintenance and input of all employee and position information into the South Carolina Enterprise Information System (SCEIS).
- Ensures input integrity of all transactions related to Organizational Management in SCEIS.
- Generates and analyzes reports in SCEIS, BEX, and Business Objects for semi-monthly processing to confirm accurate employee compensation.
- Reviews monthly batch reports and resolves data discrepancies to ensure employee data accuracy.
- Confirms employees are flagged correctly for applicable actions, including temporary salary adjustments, special assignment pay, overtime indicators (OT), and comp time.
- Leads research efforts to identify root causes of discrepancies and inconsistencies, providing guidance and recommendations for resolution.
- Provides training and coaching to the SCEIS Operations Team Members.
- Develops, maintains, and improves standard operating procedures to ensure consistency.
- Conducts spot checks to ensure accuracy and adherence to payroll deadlines.
- Verifies previous state service employment for new hires to ensure accuracy of state hire date, annual leave accrual date, continuous state service date, and family medical leave eligibility date.
- Ensures SCEIS user roles are assigned promptly and accurately.
- Responds to inquiries and requests from managers and external customers (e.g., SCEIS, Comptroller General's Office, Division of State Human Resources).
- Assists with verification of employment forms and special projects as needed.
- Performs other related duties as assigned, including duties related to the custody, control, transportation, or recapture of youth within DJJ’s jurisdiction. Training for these duties will be provided.
Requirements
- Bachelor’s degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience.
- Knowledge and ability to interpret state employment laws, agency policies, and state regulations.
- Ability to exercise judgment and discretion while maintaining effective communication with agency employees.
- Strong skills in Microsoft Office software, including advanced Excel, PowerPoint, and preferred knowledge of the South Carolina Enterprise Information System (SCEIS).
- Ability to interpret SC HR Regulations as they apply to SCEIS transactions.
- Supervises the SCEIS Operations branch of Human Resources with limited supervision from the Assistant Human Resources Director.
- Adheres to confidentiality requirements pertaining to employee information.
- Ensures accuracy of data entered into and maintained within SCEIS.
Preferred Qualifications
- Bachelor’s degree with a minimum of three years of SCEIS experience.
