SCADA/Senior SCADA Specialist
We are looking for a motivated SCADA Specialist or Senior SCADA Specialist to join our collaborative team. This vacancy will be filled at either level based on candidate experience.
About the Role
The SCADA Specialist provides technical support and programming for the Water Production SCADA network infrastructure across all sites, including treatment plants, booster facilities, storage tanks, bleeder valves, and wells. This role works closely with treatment operators and transmission controllers to ensure SCADA controls are operational and to identify and implement improvements. The specialist helps maintain cybersecurity and supports capital projects with SCADA components.
The Senior SCADA Specialist provides technical direction and programming for the Water Production SCADA network, ensuring control, protection, and monitoring of treatment and transmission assets. This role provides guidance to the SCADA Specialist, plays a key role in cybersecurity, and supports capital projects to ensure compatibility with existing infrastructure.
Responsibilities
- Designs, troubleshoots, and modifies SCADA and PLC programming and network protocols to monitor processes and control risks.
- Interfaces with operations and maintenance (O&M) personnel to support and enhance SCADA systems, coordinating upgrades to minimize operational impacts.
- Ensures the continued operation of data communications (e.g., MPLS, radio, fiber) used for potable water treatment and transmission; coordinates with providers as needed.
- Supports (Specialist) or directs (Senior Specialist) contractor work related to SCADA systems, including reviewing bids, plans, and construction activities.
- Implements and maintains appropriate SCADA security measures, including compliance with SANS 20 protocols.
- Maintains computer hardware, communication equipment, and associated technology; makes software and hardware improvements as necessary.
- Coordinates with IT and maintains hardware/software asset lists; develops and implements departmental SCADA procedures (e.g., backups, configuration standards).
- Responds to emergency calls on a 24/7 rotating basis.
- Senior Specialist only: Provides technical direction to the SCADA Specialist, prepares designs and specifications for SCADA upgrades, and trains staff on SCADA protocols and procedures.
Requirements
- Four-year degree in Engineering, Electrical Engineering Technology, Electronics and Computer Technology, or a related field. A two-year SCADA/PLC programming technical degree may be substituted with:
- 2+ years of direct applicable experience (SCADA Specialist).
- 4+ additional years of direct applicable experience (Senior SCADA Specialist).
- Coursework in process control engineering and ladder logic programming or equivalent.
- Valid Indiana Driver’s License with a safe driving record (no serious violations, accidents, suspensions, or DUI/DWI convictions in the last three years).
- Working knowledge of MPLS, radio, cellular, and fiber communications and network engineering fundamentals.
- Ability to respond to emergency calls on a 24/7 basis.
- Senior Specialist only: 10+ years of project management experience in SCADA system installation/startup, or 5+ years of direct experience with Citizens’ Water Production SCADA network.
Preferred Qualifications
- Project management experience in SCADA system installation/startup, preferably in water or wastewater utilities.
- Knowledge of Honeywell, Bristol Babcock transmitters, Allen Bradley PLCs, RSLogix, or other SCADA software.
- Familiarity with Intellutions software, water treatment processes, and testing/maintenance equipment.
- Excellent written and verbal communication skills; ability to document SCADA procedures thoroughly.
- Ability to prioritize projects based on criticality.
Pay
Competitive salary with minimum starting pay of:
- SCADA Specialist: $76,700 (Grade 9).
- Senior SCADA Specialist: $85,800 (Grade 10).
