Sanitary Sewer/Stormwater Manager

About the Role

The City of Casper is seeking a collaborative and forward‑thinking leader to oversee critical sanitary sewer and stormwater operations that directly support the health, safety, and quality of life of the community. The incumbent will lead skilled teams, manage essential infrastructure systems, drive regulatory compliance, and shape the future of utility operations through strategic planning and capital improvements.

Reporting Structure

Receives general guidance from the Wastewater Operations Officer.

Essential Duties

• Exercises direct supervision over the assigned divisions, including authorizing time‑off, approving payroll and hiring; coordinates staffing and operational activities; ensures training and development for staff; provides consistent accountability with disciplinary actions as warranted; and maintains a healthy and safe work environment.
• Manages all functions of sanitary sewer and stormwater operations, coordinating, prioritizing, and assigning operational activities for collection system construction, stormwater drainage, and pump stations.
• Participates in the development and implementation of goals, objectives, policies, and priorities for Sewer Division operations.
• Identifies resource needs and recommends and implements policies and procedures.
• Sets objectives and procedures for work groups within the sanitary sewer and stormwater operations.
• Serves as the Regulatory Compliance Officer, coordinating activities to maintain permit compliance with agencies such as the EPA, DEQ, and State Engineer’s Office.
• Prepares, recommends, and manages the budget for sanitary sewer and stormwater operations and capital improvements.
• Assists the Wastewater Operations Officer with recommendations for capital improvement plans and implements those plans.
• Ensures standard operating procedures (SOPs) for operating and maintaining the systems are accurate, up‑to‑date, and maintains the preventative and corrective maintenance software.
• Coordinates and monitors the work of external contractors, ensuring compliance with specifications and City standards for safe and secure operations.
• Coordinates departmental activities and priorities with other City departments and external agencies.
• Represents the City of Casper on related boards and committees.
• Prepares, reviews, and interprets operational and statistical reports.
• Responds to the public, citizens, employees, and others in a prompt, professional, and courteous manner, maintaining a positive customer‑service demeanor.
• Performs other duties of a similar nature or level.

Education and Experience

• Minimum of three (3) years of increasingly responsible experience in the operations of sanitary sewer and/or stormwater systems, or an equivalent combination of education and experience.
• Minimum of two (2) years of experience working as a supervisor.
• High school diploma or equivalent (G.E.D.) required.
• Bachelor’s degree in engineering, public or business administration, environmental science, or a closely related field preferred.

Licensing and Certifications

• Possession of, or ability to obtain, a valid Wyoming driver’s license is preferred.
• Possession of, or ability to obtain, a Wyoming Class II Wastewater Collection Certificate within one (1) year of hire.

Physical and Environmental Requirements

• Frequent standing, walking, sitting, typing, and customer contact (telephone and in person).
• Stooping, kneeling, crouching, reaching, lifting, grasping, talking, hearing, seeing, and repetitive motions; may include long periods of sitting or standing.
• Light work: exerting up to 20 lb occasionally, up to 10 lb frequently, or negligible force constantly.
