About the role

Manage the Health, Safety function and lead the Safety team to create and sustain a productive work culture and safe work environment. Responsibilities include preventing human injury, environmental degradation, and unsafe working conditions while providing leadership and oversight of health, safety, and environmental training, programs, and processes.

Oversee HSE activities on Total Installed Cost (TIC) large-scale projects or multi-projects, including budgeting, staffing, scheduling, certification programs, safety cases, Quantitative Risk Assessments (QRA), Process Hazard Analyses (PHA), Fire Protection Specifications (FPS), and Environmental Impact Assessments (EIA).

Provide guidance on Company HSE practices, interpret client requirements and regulations, and ensure compliance through gap analyses. Lead the implementation of Safety programs, including site-based HSE orientation, recognition and awards programs, to promote safety and productivity.

Responsibilities

  • Lead and train subordinates on HSE activities for large-scale or multi-project sites.
  • Calculate and control HSE budgets, staffing requirements, and schedules.
  • Prepare certification/classification programs and supporting HSE documents.
  • Coordinate and execute safety cases, support studies, QRA, PHA, FPS, and EIA as required by regulatory entities.
  • Interpret and promulgate Company HSE practices in relation to client requirements and legislation.
  • Make decisions on engineering/scientific problems related to HSE using advanced techniques.
  • Implement Safety programs, including project site-based HSE orientation and recognition programs.
  • Conduct gap analyses to address discrepancies between Company practices, client requirements, and regulations.
  • Initiate and maintain HSE standards and goals through Company-wide programs.
  • Serve as a Company representative to external HSE organizations.
  • Stay updated on industry-wide HSE-related information, regulations, and trends.
  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies.

Requirements

  • Accredited four-year degree or global equivalent in an applicable field of study and ten years of work-related experience, or a combination of education and directly related experience equal to fourteen years if non-degreed.
  • Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Job-related technical knowledge necessary to complete the role.
  • Ability to learn and apply local, state/province, and federal/national statutes and guidelines.
  • Attention to detail and time-effective work habits.
  • Must be able to provide proof of U.S. Citizenship.
  • Nuclear construction experience.
  • DOE and NNSA experience.

Preferred Qualifications

  • Advanced computer and software skills (word processing, email, spreadsheets, electronic presentations).
  • Experience running a medium to large project or multi-project site.
  • Proven leadership skills, including mediation.
  • High critical thinking and reasoning ability.
  • Effective presentation and public speaking skills.
  • Expert organizational skills.
  • Valid driver’s license, if required.

Pay

Salary range: $119,500.00 - $222,500.00. The market rate for the role is typically at the mid-point of the salary range; final salary is determined by candidate qualifications, relevant experience, geographic location, internal pay equity, and prevailing market conditions.
