About the role

Parsons is looking for a Safety Manager to join our team on the Gateway Program, the most urgent infrastructure program in the country. This comprehensive set of rail investments will improve commuter and intercity services, add resiliency, and create new capacity between Newark, New Jersey and New York City. As part of a tri-venture partnership with Arcadis and Mace (MPA), Parsons serves as the Delivery Partner (DP) providing strategic advisory, project management, design management, construction management, and related services to the Gateway Development Commission (GDC) for the Hudson Tunnel Project (HTP).

The Safety Manager will serve as the site safety lead for the NJ Surface Alignment, Package 3, overseeing the design-build (DB) contractor and sub-contractors to ensure adherence to all local, state, and federal safety regulations, as well as the contractor’s Health and Safety Plan (HASP) and security plan.

Responsibilities

• Lead the development of the safety culture for the program.
• Work with the Safety Team to develop and report daily on safety observations (both positive and negative) that affect the work site.
• Review DB Contractor’s submittals, including safety plans, permits, and other documents for regulatory compliance, and monitor work activity accordingly.
• Conduct, attend, and report on project safety meetings, toolbox talks, stand-downs, and other safety engagements.
• Interface and interact with the GDC Programmatic Safety Executive and support GDC Corporate Safety Guidelines.
• Respond to, report, and investigate incidents 24/7, ensuring the process is followed through completion.

Requirements

• Bachelor’s Degree in a related field.
• 8-10+ years of experience with safety programs on civil construction projects.
• Minimum OSHA 10 certification (OSHA 30 preferred).
• Ten years’ experience implementing, monitoring, and managing safety for heavy civil construction programs/projects.
• Experience implementing a Behavior-Based Safety (BBS) program across a diverse workforce.
• Strong communication, leadership, and problem-solving skills.
• Ability to adapt to meet the needs of the work and personnel changes.

Desired Qualifications

• Board of Certified Safety Professionals (BCSP) certifications (e.g., STC, CHST, SMS, ASP, CSP).
• Familiarity with transit agencies such as PANYNJ, NJT, MTA, LIRR, or Amtrak.
• Proficiency in project management software and tools.
• Experience with mega projects in the rail and transit industry.
• Experience working with multiple partners and clients.
• AMTRAK Safety Training with an active AMTRAK Right-of-Way (ROW) card (highly desirable).
• Training in incident investigations (e.g., Tap Root, Latent Cause, Top Set).
• Tunneling experience.
• Experience supporting/supervising safety professionals.
• Experience in Federal Transit Agency projects.
• Relevant degree in Environmental, Health, and/or Safety Science.
• Experience delivering programs or portfolios valued over $1 billion.
• OSHA 500 certification.

$112,200.00 - $196,400.00
