About the role

The Safety Manager provides strategic leadership and operational oversight for safety, security, emergency preparedness, and risk reduction across Damien Center programs and facilities. This role serves as a key point of contact for law enforcement and emergency responders while supporting day-to-day safety operations, including physical security and organizational readiness.

Responsibilities

  • Develop, implement, and annually review organization-wide safety, security, emergency preparedness, workplace violence prevention, and weather-related response plans grounded in trauma-informed practices.

  • Collaborate with clinical and nonclinical departments to ensure safety protocols address the unique needs of medical, dental, behavioral health, pharmacy, housing, harm reduction, and food security programs.

  • Conduct risk assessments in high-risk areas (e.g., syringe services, pharmacy, food pantry, behavioral health) and implement practical, trauma-informed safeguards.

  • Maintain safety documentation, including Safety Data Sheets (SDS), drill logs, emergency signage, and training records.

  • Ensure safety practices, communications, and emergency protocols are inclusive, accessible, and responsive to individuals with disabilities, language barriers, and mobility limitations.

  • Monitor safety trends and metrics to identify risks and implement continuous improvement strategies.

  • Respond to and coordinate life safety incidents, including fire alarms, severe weather events, and behavioral or medical emergencies during business hours.

  • Serve as the primary liaison for fire/life safety inspections and alarm monitoring services. Lead organization-wide drills and tabletop exercises simulating high-risk scenarios (e.g., active threat, severe weather, mass casualty events).

  • Coordinate safety planning for off-site programs, outreach initiatives, mobile units, housing services, and large-scale public events. Partner with local emergency management agencies and public safety entities to support coordinated preparedness and response planning.

  • Provide non-clinical support during behavioral health or substance-use-related incidents, including de-escalation assistance and coordination with clinical staff. Support post-incident reviews and planning to improve safety responses.

  • Oversee contract security personnel and adjust coverage based on operational needs, events, or risk levels. Manage access control systems, surveillance systems, and security infrastructure.

  • Collaborate with IT and HR on badge access, visitor management, and security protocols. Serve as the primary point of contact for law enforcement, alarm monitoring providers, and emergency services.

  • Provide direct supervision, coaching, and leadership to Safety Specialist(s) to ensure effective daily safety operations. Serve as backup support to maintain continuous safety coverage when needed.

  • Oversee the safety and regulatory compliance of agency vehicles, including inspections, maintenance, and usage policies.

  • Partner with the Senior Compliance Manager to align safety programs with regulatory and organizational standards. Oversee incident reporting systems, investigations, and documentation to ensure accuracy, timeliness, and compliance.

  • Manage the Med Trainer incident reporting system and support staff accountability, including follow-up on Code of Conduct violations.

  • Perform other duties as assigned.

Qualifications

  • High School Diploma or GED

  • Minimum of five (5) years of experience in safety, facilities safety, or risk management

  • Current American Red Cross BLS Instructor certification or ability to obtain within six (6) months of hire

  • OSHA 30-Hour General Industry or Healthcare certification or ability to obtain within twelve (12) months of hire

  • Bilingual proficiency in English and Spanish preferred (Additional $2000 in annual compensation added for this skill)

  • Experience developing and delivering instructor-led or eLearning training

  • Familiarity with incident management or reporting software

  • Experience working in healthcare, behavioral health, community health, or harm reduction settings, including communities affected by HIV/AIDS or social/structural barriers
