About the role

As a Safety Engineer at Valero, you will ensure compliance with state and federal safety regulations by assessing their implications for Operations and developing cost-effective solutions. You will collaborate with Regional and other Safety Engineers to implement best practices, interact with the site workforce, and facilitate the development of safety procedures. Your role involves responding to information requests, delivering training, maintaining compliance records, and interacting with agency inspectors to minimize negative impacts.

Responsibilities

  • Assess and communicate implications of state and federal safety regulations to Operations.
  • Develop and implement cost-effective compliance solutions in collaboration with Operations and other Safety Engineers.
  • Interact with the site workforce to implement process changes or procedures for regulatory compliance.
  • Develop and maintain strong communication, presentation, and interpersonal skills.
  • Respond to routine requests for information from Operations and other functional groups.
  • Facilitate or write site safety procedures and assist in translating requirements into written procedures.
  • Develop business-driven and cost-effective strategies for compliance with new and existing regulations.
  • Create and deliver training materials on safety issues due to new or changing regulations.
  • Maintain records to demonstrate compliance with regulations and VPP requirements.
  • Review plant modifications for safety systems and supporting documentation.
  • Interact with agency inspectors to minimize negative impacts and maintain the site’s position on regulatory interpretations.
  • Participate in Trade Association meetings (e.g., TCC, VPPPA, ASSE).
  • Work with your supervisor on professional development and career planning.
  • Collaborate on consolidated contracts that add value to the organization.
  • Support opportunity projects (e.g., ERT training requirements) in a cost-effective manner.
  • Work with Operations and the regional organization to maintain compliance and avoid unwarranted agency inspections.
  • Develop a working knowledge of the site and its processes.
  • Evaluate process changes and new chemicals for safety impact or compliance (Management of Change).
  • Hold signature authority for issuing releases against standing purchasing orders (at the discretion of the Site HSE Manager).
  • Participate in department “on-call” responsibilities for all Health and Safety matters.
  • Conduct OSHA compliance audits and safety field audits (e.g., safe work permit, lockout/tagout, fall protection).
  • Conduct contractor orientation.

Requirements

  • Bachelor’s or higher degree in Engineering or a related Science is required.
  • Minimum of 2 years of safety experience.
  • Experience representing a company to regulatory agencies is required.
  • Able and willing to work on-site, in-person at the Valero Houston Refinery.
  • Eligibility to obtain a TWIC card (Transportation Worker Identification Credential) is required; employees must wear this card at all times while working at the refinery.

  • NIMS ICS Certification
  • CSP Certification
  • CIH Certification

Location

This position is based at the Valero Houston Refinery in Houston, TX. This is a salaried exempt role, meaning you are not eligible for overtime pay.
