Job Summary

A Safety Enforcement Officer III investigates and enforces the occupational safety and health hazard rules and regulations at City work sites and schedules, assigns and reviews the case work of safety enforcement officers. Work of this class involves leading Safety Enforcement Officers, but does not involve full supervisory duties or responsibilities. Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek which may include evening, weekend and flexible hours.

Minimum Qualifications

  • Education: Have a Bachelor's degree from an accredited college or university.
    • AND Experience: Have four years of experience in the investigation and enforcement of occupational safety and health and vehicular regulations in the work place.
      • OR Equivalency Notes: Have an equivalent combination of education and experience.
  • Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit.

Knowledge, Skills & Abilities

  • Knowledge of Federal (OSHA) and State (MOSHA) safety and health regulations in the work place and as they pertain to vehicle use.
  • Knowledge of basic training and administrative techniques.
  • Skill in acting independently in conducting safety investigations.
  • Skill in presenting and defending findings and recommendations.
  • Ability to determine through observation and discussion with employees the existence of safety or health hazards on the work site and the use of vehicles.
  • Ability to analyze facts, identify patterns, draw conclusions and devise measures to correct health and safety hazards.
  • Ability to evaluate data, compare data to existing standards, draw conclusions and make recommendations.
  • Ability to schedule and coordinate the investigation and processing of safety and health hazard cases.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to assign, review and correct the work of others.
  • Ability to write detailed reports based on documented findings and observations.
  • Ability to establish and maintain effective working relationships with City, State and Federal government personnel at all levels.

Additional Information

  • Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
  • Probation: All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
  • Eligibility: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months.
  • Training and Experience: The training and experience of each candidate will be evaluated for appropriateness and quantity.
  • Selection Process: All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination.
  • Examination Process: Applicants must provide sufficient information on their application to show that they meet the minimum qualifications for this recruitment.
  • Supplemental Questions: Successful applicants will be placed on the employment certified eligible list for at least six months. The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.
