General Summary or Purpose

The Rural Attorney Recruitment Program is an incentive program established by the legislature in 2021 to increase the number of attorneys residing and working in rural North Dakota. Under the program, the state of North Dakota, the North Dakota State Bar Association, and a participating community each contribute funds to retain an attorney in an eligible community for a 5-year period. An eligible county must have five or fewer attorneys or a municipality must have a population of 5,000 or fewer. To be eligible, an attorney must be licensed to practice law in North Dakota and be in good standing with the North Dakota Board of Law Examiners.

Requirements

  • Are you a U.S. citizen, U.S. National, or permanent resident of the U.S.?
  • If this question does not apply, state N/A.
  • Have you ever previously participated in ANY scholarship, loan repayment, or tuition reimbursement program that obligated you to provide attorney services within an underserved area? If yes, please indicate the name of the program and dates of participation.
  • Are you licensed to practice law? If so, where? If currently licensed, please provide a Certificate of Good Standing from the North Dakota Supreme Court with this application. Providing a Certificate of Good Standing is required before you may participate in this program.
  • If selected for participation in this program, are you willing to locate your law office in a participating county or municipality and your residence in close proximity to a county or municipality you contract with?
  • Are you aware that you will be required to carry malpractice insurance and provide proof of coverage if accepted into this program?
  • Have you ever been subject to an investigation or disciplinary action by any bar association in which you were a member? If so, what was the outcome?
  • Have you ever been convicted or pled guilty to a felony, Class 1 misdemeanor, non-traffic Class 2 misdemeanor, or equivalent offense? If so, list the date and place where the crime was committed and a short narrative explaining the matter.
  • From the list of eligible locations, please provide in order of preference your top three choices of where you would like to live and practice law if accepted into the Recruitment Assistance Pilot Program.
