Abode Communities is a regional non-profit real estate development and property management firm managing 43+ multifamily residential communities serving over 6,200 low-income residents throughout California. The organization maintains a 98% portfolio-wide occupancy rate and ensures properties remain physically solvent and compliant with regulatory requirements. Property management staff create vibrant, connected spaces that support residents' emotional, physical, and financial well-being.

Responsibilities

  • Process tenant applications, including marketing properties, accepting applications, qualifying applicants (credit, criminal background, references, income verification), maintaining waiting lists, showing apartments, and reviewing lease contracts.
  • Annually re-certify tenants by the effective date and ensure compliance with Fair Housing Act for leasing, applicants, and waiting lists.
  • Prepare for and review audits from regulatory agencies and investors, ensuring all internal and regulatory compliance requirements are met.
  • Attend training classes and seminars to maintain required certifications and stay current with property compliance regulations.
  • Maintain tenant and unit files in accordance with regulations and complete move-in files for approval.
  • Provide documentation for reporting (e.g., Urban Futures Reporting, CDLAC, TCAC) and assist the Community Manager with federal, state, and local audits.
  • Inspect units to ensure they are move-in ready according to Abode Communities' policies and procedures.
  • Train new staff as needed and conduct preliminary reviews of files before submission to third-party agencies.
  • Conduct onsite reviews of properties to ensure adherence to policies, regulatory agreements, waitlists, move-in files, annual recertifications, resident files, and filing systems.
  • Ensure rent increase notices are distributed on time.
  • Organize, track, and collaborate on new lease-ups, including completing lease/renewal paperwork and explaining lease information to residents.
  • Walk apartment units prior to showing and occupancy, and submit daily, weekly, and monthly leasing reports as required.
  • Maintain professional communication with residents, applicants, and stakeholders, and report property issues, leasing objections, and potential liabilities to the Regional Manager.
  • Prepare and maintain complete resident and general office files, ensuring proper documentation at all times.
  • Assist with special projects as assigned by the Director of Property Operations or designee.

Requirements

  • 5 years of experience in Affordable Housing with required compliance knowledge.
  • College degree preferred; high school diploma required.
  • Minimum of one certification desired: National Affordable Housing Professional Certification (TCS, HCCP), Certified Occupancy Specialist (COS), or Certified Professional of Occupancy (CPO).
  • Strong working knowledge of Section 42 of the Internal Revenue Code, CTCAC Compliance Manual, HUD Handbook (Section 4350.03), and other applicable guidebooks.
  • Ability to work independently while being a team player.
  • Strong verbal and written communication skills.
  • Valid California Driver’s License and insured vehicle.
