About the Role

The Road Foreman is responsible for the safe and efficient movement of trains and oversight of Train & Engine (T&E) crews for the MARC Commuter Service. This role provides leadership and management of agreement employees, ensuring compliance with Amtrak, federal, and state operating requirements. Responsibilities include enforcing policies, managing safety plans, optimizing on-time performance (OTP), and handling service disruptions. This is a tiered position with levels assigned based on skills and experience.

Responsibilities

  • Provide leadership, mentoring, and guidance to engineers.
  • Oversee train operations in coordination with the Road Trainmaster, ensuring compliance with rules and regulations.
  • Ensure bulletins, equipment, and postings adhere to labor, federal, and Amtrak regulations.
  • Monitor employees for compliance with policies and operating practices; initiate fair and consistent action for non-compliance.
  • Manage employees and train operations to optimize OTP and recommend performance improvements.
  • Respond to service disruptions within the assigned territory.
  • Implement and manage safety plans in compliance with federal, state, and local regulations.
  • Provide written and oral reports as required.
  • Interview, select, and manage new-hire locomotive engineers.
  • Oversee locomotive engineer certification requirements and administer recertification courses and operating rules classes.
  • Conduct efficiency tests, ensure compliance, and maintain employee records.
  • Ensure engine crews attend training classes, document and report training, and communicate with carrier railroad managers regarding territory operations.
  • Manage the crew base budget for locomotive engineers.

Requirements

  • Bachelor’s Degree in Transportation, Business, or a related field, or equivalent work experience, training, and/or education.
  • 3 years of prior relevant experience.
  • Certified Class I train service engineer.
  • Operating experience with no violations described in CFR 49 part 240.117 as a train service engineer and/or road foreman.
  • Qualified as a designated supervisor of locomotive engineers.
  • Experience with or working knowledge of I-ETMS (Interoperable Electronic Train Management System), a Positive Train Control (PTC) safety overlay system.
  • Qualified on physical characteristics of the assigned territory.
  • Demonstrated experience as a Locomotive Engineer.

Preferred Qualifications

  • Demonstrated supervisory experience, leading and managing teams with varying levels of expertise.
  • Experience with train operation, crew base management, operations, train handling, and service delivery.
  • Ability to develop and manage an operating budget.

Skills

  • Superior communication skills, including writing, speaking, and presentation.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Proficient in CFR 236 Subpart I (PTC) regulations, CFR Part 240 regulations, Amtrak’s Airbrake and Train Handling Instruction, Operating Rules, and Safety Rules.
  • Skilled in developing and delivering comprehensive training and testing programs with proven results.
  • Demonstrated leadership traits, including independence, initiative, collaboration, and mentoring.

Work Environment

  • Spends approximately 25% of work time in an office setting, utilizing a computer for administrative and operational tasks.
  • Spends approximately 75% of work time in an outdoor railroad operating environment, including walking on uneven surfaces, boarding/detraining equipment, and performing physical activities like reaching, bending, and stretching.
  • Regularly works extended hours, including being on-call and available to respond to emergencies.
  • Considered on duty at all times and must remain available 24/7, including weekends and holidays.
  • Frequently operates in high-pressure or crisis situations, requiring timely decision-making with limited or incomplete information.
  • Exposed to varying and adverse weather conditions while working outdoors.
  • Resolves complex problems involving competing priorities in cognitively demanding situations.
  • Works in a fast-paced, time-sensitive environment with shifting priorities and manages multiple projects simultaneously.
  • Subject to travel, sometimes with minimal notice due to service disruptions.

Pay

The salary for a Road Foreman I is $127,000, and for a Road Foreman II, it is $137,000. Pay is based on factors such as education, work experience, and certifications. Depending on the assigned worksite or location, Amtrak may apply a geo-pay differential to the base salary. Additional incentive and pay programs, including a short-term incentive bonus, may be offered based on individual and company performance.
