Responsibilities

• Oversee the annual renewal of all Aviation insurance programs, coordinating with brokers as needed and optimizing underwriting submissions and program structure.
• Serve as the primary resource for insurance, risk transfer, claims, indemnification, and contract language for internal stakeholders.
• Review vendor contracts to ensure insurance requirements and liability terms adequately protect the Aviation department.
• Administer Aviation's safety and loss prevention initiatives, including inspections, hazard mitigation, training, and compliance with applicable laws.
• Lead on site meetings with TPAs, contractors, and claimants after a loss to assess damages, explain the claims process, and establish expectations.
• Review invoices and repair estimates, approving and processing emergency mitigation payments within delegated authority.
• Prepare and present detailed aviation claims reports to the Claims Committee, clearly outlining payments made and any additional funding needs.
• Collaborate with the City Attorney's Office on complex claims to develop strategies that reduce litigation risk.
• Monitor claims related litigation and coordinate with internal and external defense counsel, attending mediations when required.
• Analyze claims data to identify trends, cost drivers, and loss prevention opportunities, providing insights to support infrastructure improvements.
• Update internal claims management policies, procedures, and contract language to improve emergency response efficiency.

Salary

Pay Range: $104,728.00 to $140,337.60 annually. Hiring Range: $104,728.00 to $133,660.80 annually.

Minimum Qualifications

• Five years of experience in risk management programs, including at least one year in an administrative or supervisory capacity.
• Bachelor's degree in business or public administration, risk management, insurance, accounting, finance or a related field.
• Other combinations of experience and education that meet the minimum requirements may be substituted.

Preferred Qualifications

• Proven experience in risk management, claims administration, or related field, preferably in aviation or public sector.
• Experience with contracts, insurance requirements, and indemnification language.
• Experience being the main point of contact for aviation-related claims, building and maintaining effective relationships with all stakeholders within the City, contractors, and claimants.
• Experience organizing and leading on-site meetings with Third-Party Administrators (TPAs), contractors, and claimants following a loss to clarify the scope of damage, explain the claims process, and set expectations.
• Experience with collecting and reviewing invoices and repair estimates; approve and process emergency mitigation payments within designated authority promptly.
• Proficiency in claims management software and reporting tools.
• Three years of extensive experience using STARS, MARSH ClearSight or similar Risk Management Information System.
• Advanced experience using Microsoft Office products.
