Position Summary

The Compliance Manager is responsible for overseeing and managing Project HOPE’s Ethics and Compliance program in Gaza, ensuring full adherence to donor requirements, legal and contractual obligations, and organizational policies.

Reporting to the Chief Compliance Officer and General Counsel, the role supervises the local compliance function, manages investigations into potential violations, and ensures timely documentation, reporting, and resolution of compliance concerns.

The position leads the identification and assessment of compliance risks, strengthens internal control systems, and implements training and mitigation measures to reduce noncompliance and unethical conduct across the country program.

The Compliance Manager handles multiple investigative and compliance matters with discretion and professionalism, while coordinating closely with cross-functional teams to ensure consistent application of policies.

Principal Responsibilities

  • Compliance Program Management

    • Implement and supervise compliance with the Project HOPE Code of Ethics and other internal policies.
    • Develop and maintain the compliance framework for Gaza operations, including process checklists aligned with applicable laws and donor requirements.
    • Develop and execute the annual compliance monitoring plan, including assessment tools, standards, ethical considerations, and field visit schedules.
    • Provide detailed compliance and ethics reports, including guidance and recommendations, to Country and Regional Management under the supervision of the General Counsel and Chief Compliance Officer.
    • Ensure all compliance activities are conducted in accordance with the highest professional and ethical standards and applicable laws.
  • Sanctions Compliance & Due Diligence

    • Assist in the development and oversee implementation of the Gaza Sanctions Compliance Program (GSCP).
    • Oversee due diligence and background screening of staff, vendors, and stakeholders in line with donor and sanctions requirements.
    • Ensure consistent adherence to U.S. sanctions, anti-corruption regulations, and donor compliance obligations.
    • Supervise related compliance trainings and ensure documentation of screening processes.
  • Investigations & Case Management

    • Oversee the local compliance hotline, ensuring proper intake, documentation, and case tracking within the Compliance Case Management system.
    • Lead the review and investigation of reported violations, assigning responsibilities to compliance team members as appropriate.
    • Ensure investigations are conducted objectively, confidentially, and within established timelines.
    • Refer programmatic complaints and feedback to the MEAL team as required.
  • Risk Management & Internal Controls

    • Lead the identification and assessment of operational, legal, and reputational risks affecting Gaza operations.
    • Collaborate with department heads to recommend and implement risk mitigation measures.
    • Design and supervise internal control systems, identifying gaps and recommending improvements.
    • Monitor compliance with internal controls and follow up on corrective actions.
  • Audit & Advisory Support

    • Collaborate with internal and external auditors and coordinate audit processes.
    • Follow up on audit recommendations to ensure timely implementation of corrective measures.
    • Provide practical advice and guidance on complex compliance matters and support departments in resolving compliance-related challenges.
  • Capacity Building & Training

    • Design and deliver trainings to staff and partners on the Code of Ethics, compliance policies, sanctions requirements, and investigation procedures.
    • Promote awareness and understanding of compliance standards across departments.

Minimum Qualifications

  • Law, finance, degree from an accredited institution in Palestine preferred.

  • 7-10 years of related experience, including 3+ years of experience in international development with direct experience with managing a compliance program and conducting investigations in a humanitarian and/or emergency relief settings.

  • Strong cultural sensitivity and experience in a global, geographically dispersed organization.

  • Fluent in Arabic, ability to communicate effectively in English.

  • Experience and knowledge of US Government grants, US sanctions and anti-corruption laws is essential.

  • Specific experience with USAID, and specifically BHA grants is a plus.

  • Experience with ethics, compliance, sexual exploitation and abuse, and corporate transactions in humanitarian and disaster relief high-risk contexts.

  • Previous foreign travel and willingness to travel within the region, when necessary.

  • Fluency in Arabic and English.
