Job Summary
Mohave County is seeking a Risk Management Analyst to support County-wide workplace safety, OSHA compliance, transportation safety, and loss prevention initiatives. This position serves as a safety resource to County departments by conducting safety inspections, identifying hazards, performing risk assessments, and supporting compliance with applicable OSHA and regulatory requirements.
Key Responsibilities and Expectations
- Focus on field-based safety operations, supporting the Roads Department, fleet operations, CDL drivers, remote work environments, and other high-risk County operations.
- Conduct workplace accident and vehicle incident investigations, perform building and job site safety inspections, evaluate compliance with applicable OSHA standards and County safety policies, identify workplace hazards, recommend corrective actions, and partner with departments to strengthen safety practices and reduce injuries, property damage, and operational risks.
- Assist with OSHA compliance initiatives by conducting safety audits, documenting findings, monitoring corrective actions, maintaining required safety records, supporting regulatory reporting, and helping develop and deliver safety training programs.
- Respond to accident scenes, conduct investigations near roadways or active work sites, perform field safety assessments, and provide guidance to departments on safe work practices.
- Work in both office and field environments and may involve exposure to varying weather conditions, construction zones, roadways, heavy equipment, and other operational hazards.
Essential Job Functions
- Prepares notice of meetings, agendas and minutes for various committees and boards.
- Reviews and evaluates program performance and develops methods and procedures for program improvement.
- Answers routine correspondence and develops and prepares required forms, reports, newsletter articles, or other documentation as requested.
- Performs a variety of clerical tasks including but not limited to scheduling appointments, answering phones, responding to or routing inquiries, and referring and directing employees/clients to appropriate agencies.
- Performs special assignments as requested.
- Establishes and maintains cooperative working relationships with those contacted in the course of work, including functioning as a proactive team player and contributor.

- As assigned to Investigations and Security: Investigates accidents, POST accidents, environmental spills and issues, suspected criminal activity, reasonable suspicion reports and urinalysis results, threats, thefts, property damage, altercations and hostile situations, and security breaches to determine causes and recommend preventive measures to be taken to resolve and avoid recurrence; maintains records.
- Oversees facility security contractor and guards and monitors Administration Building security camera system.
- Attends Board of Supervisor meetings and arranges for appropriate security personnel for this and other public meetings.
- Periodically conducts security vulnerability assessments on County facilities; identifies gaps and recommends corrective actions.
- Conducts security and hostile situation/confrontation diffusing training for employees.
- As assigned performs and participates in legal research, analysis and concise reporting for various issues and cases that arise periodically.
Minimum Qualifications
- Bachelor's Degree from an Accredited University
- Two (2) years of progressively responsible experience in the coordination and maintenance of industrial, vehicular safety, and loss prevention programs, including injury and accident investigation and analysis, driver safety education and training, work and facility hazard analysis, and OSHA compliance and reporting.
- Two (2) years of experience in teaching or training in a school or work environment.
- Familiarity with the basic concepts and procedures of at least one of the following: risk management, business insurance coverage, indemnification and liability, workplace safety, regulatory safety compliance, or facility security.
Knowledge, Skills & Abilities
- Occupational hazards, policies, practices and objectives and modern techniques used in effective loss prevention, environmental, security and safety programs including but not limited to auditing environmental plans and programs, traffic safety, driver education, security orientation, surveillance, run-hide-fight active shooter training, cybersecurity procedures, proper disposal of chemicals and industrial injury and accident investigation.
- Published Safety standards and the provisions of the Federal Occupational Safety and Health Act and related State requirements.
- Computing literacy to include use of electronic spreadsheet and word processing applications.
- Modern office practices to include manual and computerized records retention and maintenance procedures.
- Research techniques and reports presentation.
- Legal research applicable to diverse topics.
- Basic statistical concepts and methods used in collecting and reporting data.
- Effectively utilizing computer systems and applications, mainframe and personal computers, in the performance of work assignments, such as electronic spreadsheets, word processing and graphics.
- Operating office equipment efficiently and effectively to include typewriters, calculators and other office equipment relative to area of assignment.
- Communicating and maintaining professionalism with the public, co-workers, and work contacts.
- Understand, interpret and apply pertinent federal, state and local laws, codes and regulations including safety/loss prevention, environmental, security loss prevention and departmental procedures and rules.
- Make decisions in accordance with established policies and regulations.
