Duties and Responsibilities

Essential Work

  • Supervises and manages all field inspections within the Revenue Collections Department
  • Provides customer service and helps find solutions to issues raised by taxpayers and business owners
  • Educates the general public about various ordinances and what they must do to comply
  • Makes revenue collections and prepares monthly reports for Director and Chief Financial Officer
  • Makes reviews all weekly field inspection reports to determine work efficiency
  • Maintains reports within Revenue Collections software in preparation for annual billing cycles
  • Participates in all aspects of personnel administration with Revenue Specialists, including providing leadership, hiring, termination, grievance procedures, and coordinating employee training
  • Provides management and supervisory support, including recruiting, training and performance evaluation
  • Responds to questions, comments, and requests in a courteous, timely manner
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions
  • Keeps Director and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems
  • Attends meetings, conferences, workshops and training sessions and reviews materials to become and remain current on the principles, practices and new developments in assigned work areas
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities
  • Performs other directly related duties consistent with the role and function of the classification

Minimum Qualifications

  • Training and Experience:
    • Bachelor’s Degree from an accredited institution in Business, Accounting, Public Relations or related field; and/or 4-5 years of experience in court experience and enforcement
    • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work
  • Knowledge:
    • Thorough knowledge of County ordinances relating to fees and licenses
    • Some knowledge of Federal Bankruptcy Code and South Carolina court procedures
    • Thorough knowledge of personnel management and effective supervisory practices
  • Skills:
    • Skilled in leadership and supervisory skills
    • Skilled in communicating effectively with others, both orally and in writing, using technical and nontechnical language
  • Abilities:
    • Able to establish and implement short-term and long-term goals
    • Able to supervise, train and evaluate the work of others
    • Able to exercise critical thinking and to correct or propose solutions to existing problems and to propose better and/or more efficient methods of organizing or performing tasks
    • Able to analyze moderate to difficult data, interpret it, and exercise mature judgment in accordance with established departmental policies and procedures in reporting it
    • Able to operate a personal computer using standard or customized software applications appropriate to assigned tasks
    • Able to exercise tact, discretion and sound judgment in addressing sensitive or confidential matters
    • Able to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
    • Able to prepare and present accurate and reliable reports containing findings and recommendations
    • Able to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions
    • Able to understand and follow oral and/or written policies, procedures and instructions
    • Able and willing to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology
    • Able to use integrity, ingenuity, and inventiveness in the performance of assigned tasks

    Pay and Benefits

    • Hiring Salary: $76,315 - $85,945 (Estimated Annual Salary)
