RESOURCE MANAGEMENT SPECIALIST.

This position is a federal role within the Department of the Navy and is subject to specific conditions of employment and benefits.

Responsibilities

• Assist in developing resource mitigation strategies.
• Prepare and issue reports using computer databases that include leave, overtime, training qualifications, and schedules.
• Validate the training and medical qualification programs for the department.
• Coordinate departmental travel selection and government credit card maintenance.
• Coordinate with shops, departments, and projects to identify resource and manning requirements.
• Evaluate overall project workload, identify priorities, and shift assignments accordingly.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees must successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Retired military members appointed within 180 days of retirement may be subject to specific provisions.
• Males born after December 31, 1959, must be registered for Selective Service.
• Work requires some walking, bending, and carrying of light items.
• Occasional work in industrial areas of the shipyard, aboard Naval ships, and in dry docks.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Required to wear personal protective equipment (e.g., helmets, gloves, coveralls, glasses, goggles, respirators, safety shoes) for the duration of the work shift.
• Work is performed in areas with potentially harmful physical and chemical agents (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, chemicals).
• Must participate in medical surveillance programs.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills.

GS-09 Level:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Gathering and compiling data for reports on personnel assignments, performance management, and resource availability.

GS-11 Level:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Assisting in coordinating with various departments to help balance workload and resource requirements.

Education

In lieu of specialized experience, you may qualify with the following education or a combination of both education and experience:

Substitution of Education for GS-09:

• Completion of a master's or equivalent graduate degree.
• Completion of 2 full years of progressively higher-level graduate education leading to such a degree.
• Completion of an LL.B. or J.D., if related.

Substitution of Education for GS-11:

• Completion of a Ph.D. or equivalent doctoral degree.
• Completion of 3 full years of progressively higher-level graduate education leading to such a degree.
• Completion of an LL.M., if related.
