Residential Plan Examiner
Under supervision of the Commissioner of Construction Permitting, examines residential construction documents of One-, Two-, and Three-Family Dwellings prior to construction for the purposes of ensuring compliance with laws, ordinances, rules, and regulations relating to construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal, and demolition. Performs related duties as required that pertain to enforcement of the Cleveland Housing Code, the Cleveland Zoning Code, and the Ohio Residential Code.
Examples of Duties
- Examines residential construction documents for compliance with laws, ordinances, rules, and regulations.
- Ensures adherence to the Cleveland Housing Code, Cleveland Zoning Code, and Ohio Residential Code during construction inspections.
- Performs related duties as required to enforce building codes and regulations.
Minimum Qualifications
- A High School Diploma or GED is required.
- A valid State of Ohio Drivers License is required.
- Must meet one of the following requirements:
- Ohio registration as an architect or professional engineer;
- Five years of experience in building design and construction for residential or non-residential buildings or structures related by the rules of the board;
- Experience specified in section 103.3.3(2);
- Successful completion of a trainee program pursuant to section 103.3.9.
- Residential Plan Examiner Trainee: State of Ohio Board of Building Standards (OBBS) certification as a Residential Plan Examiner Trainee is required.
- Interim Residential Plan Examiner: OBBS certification as an Interim Residential Plan Examiner is required.
- Residential Plan Examiner: OBBS certification as a Residential Plan Examiner is required.
Must have and maintain certifications throughout employment.

- Union Classification - OBBS Residential Plan Examiner Certification - REQUIRED at the time of applying.
- OBBS Residential Plan Examiner Interim Certification - REQUIRED at the time of applying.
- OBBS Building Inspector Certification (full certification) - REQUIRED at the time of applying.

- Are you currently certified as a Residential Plan Examiner, or Residential Plan Examiner Interim, or Building Inspector with the State of Ohio Board of Building Standards? Provide the number of OBBS certification number issued by the State of Ohio with the expiration date for each certification.
- Do you have Five (5) years of experience as a residential contractor or non-residential contractor, or superintended with responsibility for obtaining approvals and inspections of structures regulated by the rules of the OBBS? If yes; list the experience required at the time of applying.
- Do you have at least Five (5) years of experience in residential design with responsibility for submitting designs for structures regulated by the rules of OBBS? If yes; list the experience required at the time of applying.
