About the role

This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment. This position is represented by the American Federation of State, County and Municipal Employees union (AFSCME).

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular scheduled office hours are also required.

Responsibilities

  • Examine construction plans, blueprints, architectural drawings, designs, and other documents involving structural analysis of one & two family dwellings, townhouses and accessory structures for compliance with building, mechanical, plumbing, and fire protection codes.
  • Provide code interpretation guidance and counsel on highly technical engineering issues and technology.
  • Advise and assist with problem-solving on technical or problematic issues to division staff and inspectors, building departments, fire departments, architects, engineers, other state agencies, and the public throughout the State.

Requirements

  • Possession of an Oregon Inspector Certification (OIC).
  • Possession of an Oregon Residential Building Inspector Certificate OR International Code Council (ICC) B1 Residential Inspector certification.
  • Possession of an Oregon One and Two Family Dwelling Plans Examiner Certification, OR International Code Council (ICC) R3 Residential Plans Examiner certification.

Skills

  • Ability to communicate technical requirements/procedures to non-technical customers.
  • Effective verbal and written communication skills, occasionally with irate or upset individuals.

Qualifications for higher classification

If you possess all of the following, you may be hired at the higher classification of Plans Examiner, Commercial & Residential with a salary range of $5,984-$9,190:

  • Oregon Inspector Certification (OIC).
  • Oregon One and Two family Plans Examiner Certification.
  • Oregon Structural A-Level Plans Examiner Certification.
  • Oregon Fire and Life-Safety Plans Examiner Certification.
  • Oregon Commercial Mechanical Inspector Certification.
  • Oregon registration as an architect or professional engineer OR two years combination of experience and/or education in the construction-related field.

Pay

The salary range for this position is $5,190 - $7,964 per month.

Per the Pay Equity Law passed in 2017, an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered. The assessment will be based on relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.

  • The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.
  • This position is subject to a fingerprint background check for any convictions directly related to its duties and responsibilities. Only job-related convictions will be considered and will not automatically disqualify the candidate.
  • Eligible veterans who meet the qualifications will be given veterans' preference.
  • The Department of Consumer and Business Services (DCBS) does not offer VISA sponsorships. If your employment authorization and documentation is contingent on sponsorship now or in the future, you will not meet our agency employment eligibility standards.
  • Within three days of hire, you will be required to complete the US Department of Homeland Security's I-9 form confirming authorization to work in the United States. DCBS will use E-Verify to confirm that you are authorized to work in the United States.
