About the Role
Responsible for locating, measuring, recording, and evaluating real property and improvements to existing property to provide a basis for tax assessment.
Responsibilities
- Conducts checks on single and up-to-four-family residences using aerial photography and other digital tools to measure the outside perimeter of houses and driveway areas; grades according to design type, construction type, quality construction, number of stories, building shape, floor plan, insulation, heating and cooling systems, and amenities.
- Accompanies residential field appraiser to observe construction in the field and ensures new structures and additions are added to the tax rolls.
- Sketches outside the perimeter of the dwelling from measurements gathered from field appraisers or aerial photography.
- Records all information gathered during field check on the record card for input into the computer.
- Locates rural and residential property through the use of maps, plats, surveys, and aerial photographs; identifies legal descriptions applying the metes and bounds, the rectangular survey, and the lot and block systems as necessary; and identifies map changes as necessary.
- Determines and applies the most feasible unit of comparison in the valuation of lands, such as front foot, square foot, acre, or site.
- Obtains construction cost information from homeowners, builders, contractors, developers, or other individuals for new construction.
- Researches standard construction cost figures for existing residences.
- Obtains sales information from real estate agents, mortgage lenders, and outside appraisers as necessary.
- Uses comparable sales information to determine a fair market value of the residence.
- Determines the most appropriate appraisal approach for all properties after computation of market and cost approach value estimation.
- Updates and maintains appraisal files; prepares weekly production reports.
- Reviews and critiques appraisal reports from outside fee appraisers.
- Presents and defends County appraisal valuations before the Board of Equalization.
- Determines rental multiplier for multifamily dwelling units based on rental rates for comparable residences.
- Applies multiplier to the sales price to determine income value for rental property.
- Updates appraisal files and records from copies of deeds, Board of Equalization decisions, etc.
- Affords assistance to new employees as requested by supervisors.
Requirements
- Considerable Knowledge of residential and rural land appraisal principles, methods, and techniques.
- Good Knowledge of the local residential real estate market.
- Good Knowledge of the Uniform Standards of Professional Appraisal Practice.
- Some Knowledge of algebraic and statistical formulas involved with appraisal techniques.
- Ability to present and defend appraisal methods and value estimates before review boards.
- Ability to complete mathematical computations quickly and accurately.
- Ability to communicate effectively, both orally and in writing.
- Ability to apply, interpret, and analyze appraisal methods, techniques, and reports.
- Ability to establish and maintain an effective working relationship with homeowners, real estate agents, mortgage company officials, Board of Equalization members, and the general public.
- Ability to attend work regularly and reliably.
- Skill in the operation of a computer terminal.
- Skill in locating property from the legal description, maps, surveys, or plats.
Qualifications
- Digital dexterity is necessary for the operation of a computer keyboard.
- Visual acuity is needed to read and interpret maps and legal documents of residential units, and for computer use.
Skills
- Completion of high school;
- Some experience with real estate appraisal work or in a closely related area;
- Any equivalent combination of experience and training that provides the required skills, knowledge, and abilities.

Work is performed primarily in a smoking-restricted office environment.

- Regular and reliable attendance is an essential function of this position.
