About the role
Community Counseling Solutions provides a team-based Servant Leadership environment in Eastern Oregon, near the Columbia River and the Blue Mountains. Services are delivered in a residential facility but fall under outpatient services per the Oregon Health Authority.
Responsibilities
- Provide clinical supervision and oversight on a daily and regular basis to assigned clinicians and Qualified Mental Health Associates.
- Ensure that care is of the highest clinical standards and consistent with CCS philosophy and policy.
- Ensure that assigned clinicians are apprised of current evidence-based practices (EBP’s), implement EBP’s, and ensure that the agency is meeting or exceeding standards of good clinical outcomes.
- Ensure that all paperwork by the clinical staff is completed in a professional and timely manner, and provide supervision when this goal is not being met.
- Ensure that the quality of clinical work is superior and completed in a professional manner, and provide supervision when this goal is not being met.
- Participate in the on-call rotation at REACH and may be asked to participate in on-call rotation for crisis services.
- Ensure knowledge and application of CCS personnel policies and procedures.
- Recruit, hire, and train new staff. Provide supervision and conduct performance evaluations. Follow policies for employee discipline and termination when necessary.
- Work to resolve conflict as appropriate and provide positive leadership. Engage in disciplinary actions when necessary.
- Report all cases of abuse or neglect to the proper agency, or ensure that all cases are reported. Complete investigative reports when required, and implement safety plans.
- Initiate holds, provide civil commitment investigations, and work with the hospitals, case workers, and the state, and other individuals/agencies for all individuals in the civil commitment process.
- Schedule and participate in meetings with other agencies to ensure continuity of service delivery and ensure that CCS is highly regarded by other community partners.
- Maintain a caseload. Provide quality individual, group, and family counseling services. Ensure that all paperwork is professional and timely.
- Follow the grievance process for consumer complaints and work diligently to resolve complaints. Ensure that the agency is meeting or exceeding all of the requirements for the relevant OARs, as well as the clinical contractual requirements as required by Greater Oregon Behavioral Health (GOBHI) and other mental health organizations.
- Ensure that clients are scheduled in a timely manner. Work with the Assistant Administrator to ensure clinical staff coverage by overseeing vacations, sick leave, training, etc. Work with contracted prescribers to put together schedules and ensure that the service delivery is well coordinated for prescribers and the customers they see.
- Consult with prescribers to coordinate medical treatment. Work with Quality Assurance Coordinator to ensure that clinicians are meeting quality assurance standards. Participate in seclusion and restraint practices, as needed.
- Transport clients as needed.
Requirements
- Master's degree from an accredited university in psychology, social work, or other human services-related field and two years of post-graduate experience in the delivery of clinical services.
- Certified Mental Health Investigator, or ability to obtain certification. If this position is not a Licensed Professional Counselor, Licensed Clinical Social Worker, or a Ph. D., the position needs to obtain a Certified Alcohol and Drug Counselor certification.
- Knowledge of the diagnosis and treatment of mental illness and addictions and principles of counseling.
- The ability to use independent judgment including finely developed decision-making, planning, analytical, and organizational skills.
- The ability to prepare and maintain detailed and accurate records.
- The ability to communicate and coordinate well with a diverse population including staff members, professional consultants, agencies, customers, and members of the general public.
- The ability to understand, interpret, and apply laws, regulations, and administrative rules related to mental health and chemical dependency.
- The ability to learn and implement CCS procedures, regulations, and requirements with respect to procurement, budget, safety, operations, and organization.
- The ability to work effectively with other employees and the general public.
- Good organizational and time management skills are essential.
- The ability to work with minimal supervision.
- The position requires the handling of highly confidential information.
- The ability to communicate effectively in both written and oral formats.
- The ability to present and exchange information internally across teams and co-workers, and externally with clients and the public.
- The ability to hold a valid driver's license and be insurable or carry insurance for client service purposes and for travel between business offices, and the community, and to attend required meetings and/or trainings.
- The ability to pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.
- The ability to have excellent typing skills, have knowledge of basic office software programs, and the ability to effectively use such software.
