About the role
As a Requirements Analyst II, you will elicit, analyze, document, and validate business, functional, and technical requirements for IT programs and systems. You will collaborate with stakeholders, program managers, end users, and technical teams to ensure requirements are clearly defined, testable, and aligned with program objectives.
Responsibilities

- Collaborate with business stakeholders, program managers, end users, and technical teams to gather and refine requirements.
- Participate in project planning sessions, requirements workshops, stakeholder meetings, and status reviews.
- Develop and maintain Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), user stories, use cases, and related artifacts.
- Ensure requirements are clearly defined, complete, testable, and aligned with program objectives.
- Facilitate requirements review sessions and obtain stakeholder approval for project deliverables.
- Create and maintain Requirements Traceability Matrices (RTMs) to ensure end-to-end requirements coverage.
- Analyze existing business processes and workflows to identify opportunities for improvement and modernization.
- Support system design and development activities by clarifying requirements and resolving requirement-related issues.
- Assist in identifying project risks, assumptions, constraints, and dependencies related to requirements management.
- Collaborate with project teams to ensure requirements are accurately translated into system functionality.
- Support Agile and Waterfall project methodologies by managing requirements throughout the project lifecycle.
- Participate in sprint planning, backlog refinement, and requirements prioritization activities, as applicable.
- Assist in the development of process flows, workflow diagrams, and business models to support solution design.
- Support testing activities by reviewing test cases, validating requirements coverage, and assisting with User Acceptance Testing (UAT).
- Analyze and document change requests and assess impacts to existing requirements and system functionality.
- Maintain project documentation, meeting notes, action items, and requirements repositories.
- Ensure requirements management processes comply with organizational standards and customer expectations.
- Support implementation, transition, and post-deployment activities to ensure successful solution adoption.
- Contribute to continuous process improvement initiatives that enhance program effectiveness and stakeholder satisfaction.
Requirements
- Bachelor's degree in Information Systems, Information Technology, Business Administration, Computer Science, or a related discipline.
- Minimum of 2 years of experience supporting IT programs, systems, or technology projects.
- Experience gathering, documenting, analyzing, and managing business and system requirements.
- Familiarity with requirements management methodologies, business process analysis, and workflow documentation.
- Experience developing requirements artifacts such as user stories, use cases, process flows, and traceability matrices.
- Knowledge of Software Development Lifecycle (SDLC) methodologies, including Agile, Scrum, and Waterfall.
- Experience using Microsoft Office Suite, including Word, Excel, PowerPoint, and Visio.
- Strong analytical, critical thinking, and problem-solving skills.
- Excellent written and verbal communication skills with the ability to engage both technical and non-technical stakeholders.
- Ability to manage multiple priorities and work effectively in a fast-paced team environment.
- U.S. Citizen and ability to obtain a security clearance.
Preferred Qualifications
- Experience supporting Department of Homeland Security (DHS) and/or Cybersecurity and Infrastructure Security Agency (CISA) programs.
- Familiarity with requirements and project management tools such as Jira, Azure DevOps, Confluence, ServiceNow, or SharePoint.
- Experience supporting system implementation, modernization, or digital transformation initiatives.
- Professional certifications such as PMP, PMI-PBA, Scrum Master, or Agile certifications.
- Knowledge of business process modeling techniques and tools.
