Rental Subsidy Organizer - SRO Families (Biliterate in Chinese or Spanish) - Temporary
About the Role
This position is integrated with the SRO Families United Collaborative, a multiracial, multilingual collaboration of five community-based organizations (based in Chinatown, the Mission, the Tenderloin, and South of Market). The collaborative shares common goals of organizing and empowering families living in Single Room Occupancy (SRO) hotels to understand and defend their rights, advocate for improved building conditions, increase access to essential services, and seek safe and decent housing.
The Rental Subsidy Organizer works with Chinatown SRO families whose children are eighteen years of age and younger, providing information, services, and access to safe and decent housing. The role includes administrative assistance, resource guidance, and support throughout the application process and housing search until families move into a rental unit. The organizer also advocates for the continuation of rental subsidy and housing voucher programs.
Status: Full-time, nonexempt, temporary (anticipated through 2031). Location: Chinatown neighborhood, San Francisco.
Schedule
Monday through Friday, 9:00 a.m. – 5:30 p.m., plus some weekend and night hours; must be flexible.
Pay
$29.00 - $31.00 per hour.

About the Organization
Chinatown Community Development Center is a private non-profit founded in 1977 with a comprehensive vision of community. We own and/or manage approximately 36 affordable housing buildings serving over 4,500 low-income seniors, single adults, formerly homeless adults, and families of diverse ethnic and cultural backgrounds in San Francisco’s Chinatown, Tenderloin, Western Addition, and Polk Gulch neighborhoods. Responsibilities
- Create curriculum and conduct educational workshops and outreach to families living in SROs about the rental subsidy and various housing voucher programs.
- Coordinate communication between SRO families, the Chinatown SRO Families United Collaborative, CCDC SRO Families Rental Subsidy program, SF Housing Authority, and property owners/management of subsidized units.
- Provide administrative support and case management to families before, during, and after the application process for rental subsidies or housing voucher programs.
- Organize families and advocate for the extension and expansion of rental subsidy and housing voucher programs.
- Assist subsidy families with DAHLIA Below Market Rate (BMR) unit screenings, applications, and move-in requirements.
- Maintain and track families' records of affordable housing applications through DAHLIA.
- Produce and maintain records of communication with departments, agencies, and stakeholders.
- Maintain records of funds utilized to benefit families throughout the programs’ processes.
- Conduct outreach and education efforts to SRO families about rental subsidy and housing choice voucher programs, including disseminating subsidized housing information (with translation as needed).
- Develop and coordinate outreach and communication workplans and materials with supervisors and collaborative staff.
- Assist families throughout the application process, including family assessments, form-filling assistance, document submission, and communication with subsidy/voucher administrators. Coordinate Place Based Vouchers (PBV) building tours and Housing Choice Vouchers (HCV) family briefings.
- Guide families through the rental subsidy and Housing Authority certification process, including housing search, building tours, unit inspections, and move-in assistance.
- Assist with the creation and use of forms in the SRO Families Case Management system, including Subsidy Assessment forms, Needs Based Ranking, and satisfaction surveys.
- Document housing retention case management activities through routine check-ins, referrals to essential services, and addressing housing problems.
- Organize families to participate in decision-making processes related to rental subsidies and housing voucher programs.
- Participate in check-ins, team meetings, and training on rental subsidy and housing voucher programs.
- Contribute to a safe and pleasant work environment, follow policies and procedures, and maintain confidentiality of resident information.
- Perform other duties as assigned.
Requirements
- Commitment and desire to work with low-income, immigrant families from diverse backgrounds and empower them through organizing and services.
- Sensitivity and confidentiality regarding family information and housing counseling cases.
- Strong critical thinking, planning, scheduling, and organizational skills.
- Strong interpersonal and communication skills.
- Proficiency in reading and writing Spanish and speaking fluent Spanish, or proficiency in reading and writing Chinese and speaking fluent Cantonese.
- Ability to work independently and in a team structure.
- Ability to learn basic word processing and computer skills in Spanish or Chinese.
- Professional representation of SRO Families United Collaborative and Chinatown CDC in interactions with families and job duties.
- Ability to work flexible hours, including evenings and weekends.
Qualifications
- Ability to speak fluently in English.
- Biliterate in Spanish with fluent spoken Spanish, or biliterate in Chinese with fluent spoken Cantonese.
- Proficiency with Microsoft Word, Excel, Google Sheets, and Google Forms.
- Preferred: High school degree or GED.
- Preferred: Clear verbal and written communication in English and either Spanish or Chinese.
- Preferred: Experience providing services to low-income families, elderly, or disabled populations.
