The principal function of an employee in this class is to plan, organize, and manage the activities and personnel of the Circulation Services Division of the library system.

Examples of Duties / Knowledge & Skills

  • Manages and coordinates the activities of Circulation Services Division supervisors, including planning, assigning and reviewing work to ensure efficient and safe operations, conducting performance evaluations, initiating and implementing disciplinary actions, providing training and coaching, enforcing policies, making hiring and termination decisions, and resolving grievances, and other supervisory duties as required;
  • Manages and coordinates the activities of Division employees and volunteers;
  • Works closely with Division Supervisors to assure effective hiring, training, scheduling, motivating, coaching, disciplining and termination of Division employees;
  • Understands and communicates the functioning of the Circulation sub-system for the Integrated Library System that Washington County public libraries share: Polaris; explains details of the system to library staff and the Library Board; troubleshoots problems with system hardware and software and seeks appropriate solutions;
  • Maintains excellent relations between the Circulation Services Division and the other library divisions; communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Serves as a member of the library management team;
  • Serves as the liaison for Circulation Division with pertinent City (Information Services Department), County (WCCLS), library, professional and community groups; also assigns and monitors lower-level liaisons;
  • Participates in various meetings, task forces and committees of Hillsboro City government, as assigned;
  • Participates in statewide, regional, and/or national library organizations related to public library service and circulation services;
  • May oversee the operation of the library physical plants and may direct all library operations in the absence of the Library Director and Assistant Library Director;
  • May attend City meetings in place of the Library Director and Assistant Library Director and may participate in City training opportunities in a managerial capacity;
  • Attends Hillsboro Library Board meetings;
  • Participates in meetings of the Washington County Inter-Library Information (WILI) Users Group (WUG);
  • May attend meetings of the Washington County Cooperative Library Services (WCCLS) Policy Board in the absence of the Library Director and Assistant Library Director;

Minimum qualifications & Requirements

  • Master’s Degree in Library Science;
  • Experience managing circulation services;
  • Considerable supervisory experience;
  • Minimum of 3 years library work experience; or
  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
