Regulatory Affairs Director, Large Loads and Market Policy
- .
- Qualifications: Required Qualifications and Skills: bullet list (though they are numbered). Also Preferred Qualifications And Skills.
- Physical Requirements: Essential Physical Requirements (close visual acuity, etc). Might be considered under Requirements? Could be a separate section but not in list of allowed headings. We have headings: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Physical requirements could go under Requirements or Qualifications? Probably Requirements.
- Salary Range: $186,000 - $230,000 annual salary. That's Pay.
- Benefits: Not mentioned explicitly. No benefits details. So we should not create Benefits section.
- Skills: Could be extracted from qualifications? But we have Qualifications and Skills separate headings. The posting includes "Required Qualifications and Skills:" and "Preferred Qualifications And Skills". So we could put those under Qualifications (maybe combine). But we have separate Skills heading; we could put skills there if any explicit skill list. Not much beyond what's in qualifications. Might be better to put qualifications under Qualifications, and maybe Skills empty? But we should not create empty sections. So we should only include sections with real content. So we will have: About the role, Responsibilities, Requirements, Qualifications, Pay, Schedule. Possibly also Skills if we extract skills like "written and oral policy advocacy", "building and working through coalitions", etc. But those are already in qualifications. Could still list them under Skills. However we must not duplicate content. The instruction: "Preserve ALL substantive information; do NOT invent or summarize away detail." So we need to keep all info. If we put some info under Qualifications and also under Skills, that would be duplication. Better to keep them in one place. Since we have both Qualifications and Skills headings allowed, we could split: Qualifications = education, experience, degrees; Skills = specific abilities like policy advocacy, coalition building, etc. That would preserve all info without duplication. Let's see.
Required Qualifications and Skills: list includes:
- 10+ years of relevant work experience demonstrating the ability to navigate emerging policy challenges where established frameworks and precedents may be limited.
- 7+ years written and oral policy advocacy in formal and informal agency and stakeholder proceedings.
- Experience building and working through coalitions and through outside consultants to advance advocacy goals.
- Bachelor's degree required.
Preferred Qualifications And Skills:
- Juris Doctor, Master’s or other advanced degree relating to area of responsibility preferred.
Thus we can treat:
Qualifications: Bachelor's degree required; Preferred: Juris Doctor, Master’s or other advanced degree.
Skills: 10+ years relevant work experience; 7+ years written and oral policy advocacy; Experience building and working through coalitions and through outside consultants.
But also the experience counts as qualification. However it's okay to split.
We also have Essential Physical Requirements: close visual acuity, exerting up to 20 pounds force occasionally, etc. That could go under Requirements.
We also have schedule: 5 full days in office with flexibility offered at discretion of management.
Pay: Salary Range: $186,000 - $230,000 annual salary.
Now we need to strip boilerplate: EEO, E-Verify, accommodation instructions, etc. Also remove duplicated lines (maybe none). Also remove navigation, cookie, legal, etc.
We need to output only HTML fragment, no /, no markdown fences.
Thus produce something like:
About the role

Summary Of Position
but we cannot use that heading because not in allowed list. Allowed headings: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. So we need to fit summary into About the role or Responsibilities? Probably About the role includes summary. We already have About the role with organization description; we could add the summary there as well. But we must not repeat job title as heading. It's okay to have multiple paragraphs under About the role. Thus About the role can contain both the organization description and the summary of position. Alternatively we could put summary under Responsibilities? No, responsibilities are duties. Better to keep About the role as overview. Thus About the role paragraph(s) will include the NRECA description and the summary of position. Now Responsibilities: we need to list the key responsibilities bullet points. We have three categories: Large Load Policy, Market Policy and Analysis, Advocacy And Strategy Development. Each has multiple bullet points. We should preserve all bullet points. Thus- ... etc.
We need to ensure we don't include headings like "Large Load Policy" as a heading; they are just part of the responsibility description. Could we keep them as bold? Not needed. We'll just include them as part of the li text.
Thus:
Responsibilities
- Large Load Policy: Collaborate with NRECA government affairs experts to monitor, assess, and develop policy positions on large electric loads, including data centers, advanced manufacturing, and other high-demand customers; analyze regulatory, market, and policy developments and their impact on cooperative generation, transmission, and distribution systems; evaluate issues involving load interconnection, infrastructure investment, cost allocation, reliability, resource adequacy, and resource planning; engage with member cooperatives to understand operational challenges and opportunities associated with serving large electric loads and incorporate those insights into advocacy efforts; support development of advocacy strategies and policy recommendations aligned with cooperative needs and evolving federal and market policies.
- Market Policy and Analysis: Monitor and assess developments across organized wholesale electricity markets, including PJM, MISO, SPP, ERCOT, NYISO, ISO-NE, and CAISO; evaluate market approaches to large-load integration, resource adequacy, transmission planning, interconnection reform, market design, and infrastructure investment; identify emerging trends, compare regional market practices, and assess implications for electric cooperatives; partner with NRECA's government relations team to develop policy positions on wholesale market, reliability, and resource adequacy issues.
- Advocacy And Strategy Development: Support engagement with federal agencies, regional market operators, Congress, the Administration, and other stakeholders on large-load and market policy issues; anticipate emerging policy issues and help position NRECA to influence outcomes proactively; develop policy papers, issue briefs, comments, presentations, member resources, and other advocacy materials.
Requirements
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
Now Qualifications: Bachelor's degree required. Thus:Qualifications
Bachelor's degree required.
Now Skills: list the experience and advocacy skills. Thus:Skills
Pay
Salary Range: $186,000 - $230,000 annual salary
Now Schedule:Schedule
This position requires 5 full days in office with flexibility offered at the discretion of management.
We should not include Benefits section as no info. We must ensure we didn't include any boilerplate like EEO, E-Verify, accommodation, etc. We removed those. Check for duplicated lines: none. Check that we preserved all substantive info: we included NRECA description, summary of position (in About the role), responsibilities (all bullet points), physical requirements, qualifications (Bachelor's), skills (experience, advocacy, coalition building), pay, schedule. Did we miss the preferred qualifications (Juris Doctor, Master’s or other advanced degree)? We omitted that. That's substantive info; we need to include it somewhere. Could add under Qualifications as preferred. So Qualifications section could have both required and preferred. Thus:Qualifications
Bachelor's degree required. Preferred: Juris Doctor, Master’s or other advanced degree relating to the area of responsibility.
Now we have included preferred. Check if we missed
- ... etc.
We need to ensure we don't include headings like "Large Load Policy" as a heading; they are just part of the responsibility description. Could we keep them as bold? Not needed. We'll just include them as part of the li text.
Thus:
