Principle Duties and Responsibilities

  • Lead public policy and regulatory affairs strategy for the Oakport Project and SupplyBank.org initiatives, working closely with the Executive Director, senior leadership, the Board of Directors’ Oakport Oversight Committee, and third-party consultants
  • Serve as the primary relationship manager with key public agencies, elected offices, specific regulatory bodies, and policy stakeholders relevant to the Project and broader organizational priorities
  • Develop a strong understanding of the Coliseum Area Specific Plan, City of Oakland priorities, and related state and regional policy frameworks to help align the Project with long-term public planning objectives
  • Cook up with expert development management, architectural, engineering, environmental, financing, legal, communications, and other consultants supporting the Project
  • Provide strategic oversight of regulatory applications, environmental review processes, public funding strategies, and related submissions prepared by third-party consultants
  • Ensure regulatory, policy, and project strategies remain aligned with community priorities and community-led design principles identified through the organization’s community engagement process
  • Support leadership in identifying policy opportunities, regulatory risks, public funding pathways, and strategic partnerships that advance the Project and broader organizational goals
  • Work collaboratively with consultants and internal teams to help establish timelines, milestones, and coordination strategies that support successful project advancement through predevelopment, phase 1 of construction and future phases
  • Prepare, review, and oversee high-level written materials including policy analyses, briefing materials, presentations, strategic communications, grant narratives, and correspondence
  • Monitor local, regional, state, and federal policy developments relevant to Oakport, community development, environmental resilience, nonprofit operations, and underserved communities

External Affairs, Community Engagement, and Communications

  • Support and coordinate external affairs activities related to the Oakport Project and SupplyBank.org initiatives, ensuring alignment with organizational goals and community-centered development principles
  • Build and maintain strong relationships with public agencies, nonprofit organizations, community stakeholders, philanthropic partners, labor organizations, advocacy groups, and other key external partners
  • Identify opportunities for presentations, public engagement and strategic relationship development that increase support for the Project and its long-term mission
  • Collaborate with leadership, consultants, and internal teams to support communications, outreach, marketing, and stakeholder engagement strategies
  • Cook up with leadership and project partners on tenant engagement, occupancy planning, and long-term positioning for the nonprofit campus
  • Review and edit key written communications related to policy, regulatory affairs, public engagement, and project strategy as assigned
  • Help ensure consistent communication and coordination between the community engagement team, leadership, consultants, and external stakeholders

SupplyBank.org Policy and Organizational Support

  • Support SupplyBank.org’s broader policy, advocacy, and systems-change efforts related to poverty reduction, essential goods access, nonprofit sustainability, and underserved communities
  • Cook up with across departments to align Oakport and SupplyBank.org policy priorities, recognizing the overlap in stakeholders, partnerships, and long-term strategic goals
  • Help develop and advance policies, partnerships, and strategic opportunities that strengthen the long-term stability and growth of SupplyBank.org programs and operations
  • Support public-sector partnerships and initiatives that improve service delivery and long-term impact for low-income children and families
  • Aid in identification and pursuit of public and philanthropic funding opportunities related to Oakport and broader organizational initiatives
  • Work with leadership and consultants to support project budgeting, financing coordination, and long-term strategic planning
  • Contribute to a collaborative, entrepreneurial work environment where cross-functional support and strategic problem-solving are highly valued and embedded in culture

Qualifications

  • Bachelor’s degree required
  • MPP, MPA, JD, or related advanced degree preferred; additional years of relevant experience may substitute for advanced degree credentials
  • Minimum of 10 years of relevant professional experience
  • Demonstrated experience working in or with government, public agencies, regulatory bodies, policy organizations, or mission-driven nonprofit organizations
  • Strong understanding of public policy, regulatory affairs, legislative and budget processes, and stakeholder engagement
  • Excellent written and verbal communication skills, including experience preparing policy materials, strategic communications, presentations, and formal correspondence
  • Strong organizational, project management, and relationship management skills with exceptional attention to detail
  • Experience managing complex, multi-stakeholder initiatives involving public agencies, consultants, community organizations, and external partners
  • Understanding of California land use, environmental review, infrastructure, or community development processes is highly desirable
  • Demonstrated ability to work independently, collaboratively, and effectively in a fast-paced and evolving environment
  • Strong interpersonal skills and the ability to build trusted relationships across diverse sectors and communities
  • Deep commitment to equitable community development and improving outcomes for underserved communities
  • Demonstrated ability to synthesize technical, policy, community, and political considerations into actionable strategies and recommendations
  • Familiarity with artificial intelligence tools and emerging technologies that improve operational efficiency, policy analysis, and organizational effectiveness
  • Proficiency with Microsoft Office Suite and standard project management and collaboration tools
