About the role

The Regional Water Providers Consortium (Consortium) is seeking a Consortium Analyst (Analyst I) to join its three-person team. This role collaborates with Consortium staff, water provider members, and partners to achieve goals outlined in the Consortium’s 5-year Strategic Plan, focusing on water conservation, emergency preparedness and resiliency, and strengthening regional partnerships. The position is fully funded through the Consortium and housed in the Portland Water Bureau’s Resource Protection and Planning Group.

Responsibilities

Program Implementation and Analysis

• Lead or support regional committees and workgroups with 26 water provider representatives (e.g., facilitate meetings, lead discussions, coordinate peer-to-peer resource sharing, and compile meeting summaries).
• Organize, coordinate, implement, and evaluate Consortium member training and professional development initiatives (e.g., emergency equipment drills, tabletop exercises, workshops, meetings, panel discussions, trainings, information sessions, and webinars).
• Lead planning and implementation of Consortium projects, products, and programs as assigned.
• Use the Consortium’s Strategic Plan, member input, and other data to evaluate and recommend performance metrics, process improvements, or cost savings.
• Assist with tracking legislation, regulatory requirements, and work from other jurisdictions relevant to drinking water providers.

Program Administration

• Present information on Consortium programs and projects to the Consortium Board, Executive Committee, Technical Committee, and other committees/workgroups.
• Coordinate or support program administration functions, including contracting and developing materials to inform or support decision-making.
• Assist the Consortium Managing Director with developing, monitoring, reconciling, maintaining, and reporting on the annual budget, revenues, and expenditures.
• Contribute to the Consortium’s annual work plan and budget development, 5-year Strategic Plan, and updating/developing other plans for Consortium members.
• Collaborate with Consortium staff to maintain an internal file structure and comply with archive requirements.

Public Outreach and Partner Relations

• Promote the Consortium and its work, key messages, and resources to members, strategic partners, and the public.
• Represent and elevate drinking water interests as a Consortium spokesperson in media campaigns, meetings, events, exercises, and conferences with regional, state, and national partners.
• Contribute to the development and updates of Consortium messages and outreach resources.

Minimum Requirements

• Experience using strong communication skills, including public speaking, facilitating meetings, and preparing clear written materials using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Experience planning, implementing, and evaluating programs or projects, including organizing training or professional development initiatives.
• Experience applying analytical skills, such as collecting and interpreting data, solving problems, evaluating options, and presenting findings to diverse audiences.
• Experience working with diverse stakeholders with conflicting priorities to reach shared goals.
• A valid state driver’s license and acceptable driving record at the time of hire.

Preferred Qualifications

• At least three years of experience working for public utilities or other local, state, or federal government agencies.
• Ability to fluently speak and write in one or more of the City’s top spoken languages other than English.
• Demonstrated experience using online tools for surveys (e.g., SurveyMonkey), mapped content (e.g., GIS, Tableau), electronic newsletters (e.g., Emma), or web page updates (e.g., Drupal, Google Sites).
• Experience with contracting (e.g., drafting RFPs, scopes of work, evaluating proposals, tracking expenditures, and ensuring requirements are met).
• Knowledge of emergency management, Incident Command System (ICS), or drinking water resiliency requirements.

Education/Training

A typical way to obtain the required knowledge, skills, and abilities is coursework from an accredited college or university in business administration, public administration, emergency management, water resources, environmental studies, or a related field, and two years of professional analytical or related work experience.

About Us

The Portland Water Bureau’s Resource Protection and Planning Group conducts natural resource stewardship, environmental protection, climate change analysis, and adaptive water resource planning for Portland’s drinking water system. The group includes seven divisions of science, technical, policy, and regulatory compliance staff.

The Regional Water Providers Consortium (Consortium) provides leadership in planning, management, stewardship, and resiliency of drinking water in the greater Portland metropolitan region. Comprised of 26 water provider members across Clackamas, Columbia, Multnomah, and Washington Counties, the Consortium focuses on regional water supply coordination, water conservation, emergency preparedness, and public outreach. The Consortium is fully funded through annual water provider membership dues, with a fiscal year 26-27 budget of approximately $1.3 million.
